Grants Payable to Kerala

Will the Minister of FINANCE:
be pleased to state:
(a) the quantum and details of all kinds of grants payable to Kerala by the Union
Government during the last five years till date, year-wise, sector-wise and category-
wise;
(b) the quantum and details of arrears of Grants and amounts outstanding for any
reasons whatsoever under various categories of grants payable to Kerala as on date,
sector-wise and category-wise; and
(c) the reasons for the delay in releasing such amounts?

No. 422 by Shri Matheswaran V S for answer on 23rdMarch, 2026 regarding ‘Grants
Payable to Kerala:
Part (a) to (c): The Department of Expenditure releases Central Finance Commission
recommended grants to States including the State Government of Kerala based on receipt
of recommendations from the nodal Ministry/Department. Further, the release of grants is
subject to fulfillment of conditions stipulated in the extant guidelines of the respective
grant categories. Details of grants recommended by the 15th Finance Commission and the
amount released to the State Government of Kerala from 2021-22 to 2025-26 are as
follows:

*No grant was recommended by the 15th Finance Commission to Kerala for FY 2024-25 and 2025-26.
In addition to the aforesaid grants, an amount of Rs 115 crore has been provided to Kerala
from the National Disaster Response Fund.Further, no case for release of the 15th Finance
Commission recommended grants to Kerala received from the Nodal Ministry after
fulfilment of stipulated conditions, is pending in the Department of Expenditure, Ministry
of Finance.
