ADOOR PRAKASH: SHRI RAMASAHAYAM RAGHURAM REDDY: Will the Minister of PANCHAYATI RAJ be pleased to state: (a) the details of tied grants, untied grants, and performance-linked grants recommended under the 16th Finance Commission for Panchayati Raj Institutions, State/UT-wise; (b) the details of Gram Panchayats denied or delayed performance grants due to failure to upload Gram Panchayat Development Plan (GPDP), upload audited accounts, achieve Open Defecation Free (ODF) targets, or achieve immunisation linked criteria during the last ten years, State/UT- wise, including Chhattisgarh and Chandigarh; (c) the details of Finance Commission grants recommended, grants actually released, and the shortfall in release of grants to Panchayats under the 10th to 15th Finance Commissions, State/UT-wise; (d) the details of Panchayat elections delayed beyond Constitutional timelines during the last ten years, including duration of delay, reasons therefor, State/UT-wise; and (e) the technical assistance or capacity-building measures provided by the Ministry to local bodies in Chhattisgarh to expedite compliance? ANSWER THE MINISTER OF PANCHAYATI RAJ (SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH) (a): The details of tied grants, untied grants, and performance-linked grants recommended under the 16th Finance Commission for Panchayati Raj Institutions, State-wise are attached at Annexure-I. The Central Finance Commission grants for Rural Local Bodies are not recommended for Union Territories. (b): The criteria relating to the uploading of audited accounts and increase in own revenues over the preceding year, were applicable for availing Performance Grants for the period 2016-17 to 12019-20 under the 14th Finance Commission. Accordingly, the State/UT-wise details of Performance Grants released to States, including Chhattisgarh, in respect of all eligible Gram Panchayats under the 14th Finance Commission are given at Annexure-II. However, this Ministry does not maintain Gram Panchayat–wise details. Further, there was no Performance Grant component under the 15th Finance Commission during award period 2020-21 to 2025-26. (c): Under the 10th (FYs 1995-2000) and 11th (FYs 2000-2005) Finance Commission, a total grants of Rs. 3576.35 Crore out of total allocation of 4380.93 Crore and Rs.6601.85 Crore out of the total allocation Rs.8000.00 Crore respectively were released for the Panchayati Raj Institutions. However, the state-wise details in this regard are not available with the Ministry. Further, the State-wise details of grants recommended, grants actually released under 12th to 15th Finance Commission to Panchayati Raj Institutions are given at Annexure-III to Annexure-VI. (d): The required details are not maintained centrally. However, States/UTs wise current status of elections of Panchayati Raj Institutions is given at Annexure-VII. (e): Panchayat, being a “Local Self Government”, is a State subject and part of the State List of the Seventh Schedule of the Constitution of India. Accordingly, strengthening Panchayat capacity is primarily the responsibility of States/UTs. However, the Ministry is implementing a Centrally Sponsored Scheme, namely the Revamped Rashtriya Gram SwarajAbhiyan (RGSA), w.e.f. financial year 2022-23, with the objective of supporting Panchayati Raj institutions (PRIs) by imparting training to Elected Representatives (ERs) and other stakeholders to develop leadership abilities, thereby enabling Gram Panchayats to function effectively across all States/UTs. Under the scheme, capacity-building support is provided to elected representatives, functionaries, and other stakeholders of Panchayats across different categories, viz. basic orientation and refresher programmes, thematic interventions, specialized training, and Panchayat Development Plan-related programmes, etc. Under this scheme, 6,16,642 participants were provided training in the State of Chhattisgarh, during 2022-23 to 2026-27 (as on 10.07.2026). *** 2Annexure-I Details of tied grants, untied grants, and performance-linked grants recommended under the 16th Finance Commission for Panchayati Raj Institutions, State-wise. In the meanwhile the Govt. has decided to increase the quantum of reservations to BCs and issued G.O. Ms.No.09, 26- 09-2025 providing 42% reservations to BCs. Accordingly, reservations were made to Rural Local Bodies and submitted to the State Election Commission. The Hon’ble High Court has set aside the G.O. Ms. No.09, 26-09-2025 and the State Election Commission has kept the notification in abeyance.
