GOVERNMENT OF INDIA MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE LOK SABHA UNSTARRED QUESTION NO. 2334 TO BE ANSWERED ON 03.08.2026 Green India Mission 2334. SHRI ATUL GARG: Will the Minister of ENVIRONMENT, FOREST AND CLIMATE CHANGE be pleased to state: (a) whether the Government has evaluated the afforestation targets achieved under the National Mission for a Green India (GIM) during the last three years in Uttar Pradesh; (b) if so, the details thereof, including the total forest and non-forest areas brought under green cover and the specific landscapes targeted in the State; (c) the details of total Central funds allocated, released, utilised and the balance available with the State implementing agency in Uttar Pradesh during the last one year; (d) whether the Government has noted low survival rates of plantations due to adverse climatic conditions or inadequate post-plantation care in certain districts; and (e) the steps being taken by the Government to strengthen the role of Joint Forest Management Committees in executing and monitoring these greening projects in Uttar Pradesh? ANSWER MINISTER OF STATE IN THE MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE (SHRI KIRTI VARDHAN SINGH) (a) to (c) The National Mission for a Green India (GIM), one of the nine Missions under the National Action Plan on Climate Change (NAPCC), aims to protect, restore and enhance forest and tree cover while contributing to climate change mitigation and adaptation through plantation and ecosystem restoration in identified landscapes. Under GIM, activities are implemented based on approved Perspective Plans and Annual Plans of Operation submitted by the States and approved by the National Executive Council. The implementation of GIM is monitored through periodic review meetings and progress reports submitted by the States. In the State of Uttar Pradesh, implementation of GIM activities commenced in 2023-24, and an area of 4,202.25 hectares has been taken up so far under eco-restoration in approved degraded forest landscapes. The activities are primarily undertaken in degraded landscapes based on the approved perspective plan of the state. During the last financial year 2025-26, a total amount of Rs. 3.30 crore was allocated/released to the State of Uttar Pradesh under the National Mission for a Green India (GIM) and same has been fully utilized by the State. (d) Monitoring of plantations follows a multi-tiered approach involving both Central and State mechanisms. State Forest Departments undertake annual physical verification, geo-tagged monitoring and third-party inspections. Corrective measures, including gap filling and maintenance, are undertaken based on survival assessments.(e) The implementation of GIM is undertaken with the active participation of local communities through institutions such as Joint Forest Management Committees (JFMCs). These committees play an important role in planning and implementation, of afforestation and eco-restoration activities. The Ministry also supports capacity building, participatory micro-planning and community engagement to strengthen the role of JFMCs in sustainable forest management. *****
