Parliament Question: Growth of AYUSH Centres in Telangana

GOVERNMENT OF INDIA MINISTRY OF AYUSH LOK SABHA UNSTARRED QUESTION NO. 1137 TO BE ANSWERED ON 05th DECEMBER, 2025 “Growth of AYUSH Centres in Telangana” 1137. Shri Madhavaneni Raghunandan Rao: Will the Minister of Ayush be pleased to state: (a) whether any measures have been taken by the Government to promote the development of Ayurveda and the manner in which it plans to supports the growth of AYUSH centres in Telangana; (b) the number of AYUSH centres are currently operational in Telangana and plan of the Government to increase their numbers; and (c) whether it is a fact that India is shifting its focus towards Ayurveda post-COVID- 19 and if so, the initiatives being taken by the Government to promote Ayurvedic practices and products? ANSWER THE MINISTER OF STATE (IC) OF THE MINISTRY OF AYUSH (SHRI PRATAPRAO JADHAV) (a) & (b) Ministry of Ayush is supporting the efforts of State/UT Governments for overall development & promotion of Ayush system including Ayurveda system of medicine in the country by providing financial assistance to them for different activities proposed through State Annual Action Plans (SAAPs) as per the provisions of a Centrally Sponsored Scheme namely National Ayush Mission (NAM) guidelines. The Mission inter-alia makes provision for following activities: (i) Operationalization of Ayush Health & Wellness Centres (AHWCs), now renamed as Ayushman Arogya Mandir (Ayush), by upgrading existing Ayush dispensaries and Sub health Centres. (ii) Co-location of Ayush facilities at Primary Health Centres (PHCs), Community Health Centres (CHCs) and District Hospitals (DHs) (iii) Upgradation of existing standalone Government Ayush Hospitals Page 1 of 4(iv) Upgradation of existing Government/Panchayat/Government aided Ayush Dispensaries/ Construction of building for existing Ayush Dispensary (Rented/dilapidated accommodation) /Construction of building to establish new Ayush Dispensary (v) Setting up of 10/30/50 bedded integrated Ayush Hospitals (vi) Supply of essential drugs to Government Ayush Hospitals, Government Dispensaries and Government/Government aided Teaching Institutional Ayush Hospitals. (vii) Ayush Public Health Programs. (viii) Establishment of new Ayush colleges in the States where availability of Ayush teaching institutions is inadequate in Government Sector. (ix) Infrastructural development of Ayush Under-Graduate Institutions and Ayush Post - Graduate Institutions/add on PG/ Pharmacy/Para-Medical Courses. Public Health being a State Subject establishment of Ayush centres comes under the purview of respective State / UT Government including Telangana. However as per the proposals submitted by them through SAAPs 421 Ayush Dispensaries have been upgraded to Ayushman Arogya Mandir (Ayush) erstwhile known as Ayush Health and Wellness Centres. Further as reported by the State Government of Telangana, all are functional. To promote the development of Ayurveda, National Institute of Indian Medical Heritage (NIIMH), Hyderabad, a peripheral institute of the Central Council for Research and Ayurvedic Sciences (CCRAS) in the state of Telangana has been established which provides activities clinical care and engages in awareness activities through its Information Education and Communication (IEC) Activities. Central Council for Research in Homoeopathy, an apex body for scientific research in Homoeopathy under the Ministry of Ayush undertakes research activities such as Clinical Research, Drug Proving, Drug Verification, Drug validation, Drug Standardization, Public Health Research, Fundamental Research and Epidemic research either in intramural mode or in collaboration with different Universities/ Institutes of repute. (c) The details of initiatives taken by the Ministry of Ayush to promote Ayurvedic practices and products are placed at Annexure-I. **** Page 2 of 4Annexure-I Initiatives taken by the Ministry of Ayush to promote Ayurvedic practices and products Central Council for Research and Ayurvedic Sciences (CCRAS) under the aegis of Ministry of Ayush, provides clinical care and engages in awareness activities to promote Ayurveda through its Information Education and Communication (IEC) Activities through its networks of 30 peripheral Institutes. CCRAS has been engaged in popularizing the Ayurveda system among the masses through electronic and print media for common people in English, Hindi, and regional languages, which are widely distributed through National/State level Arogya melas, Health camps, exhibitions, expos, etc., and also through CCRAS outreach programs viz. Schedule Caste Sub Plan (SCSP) Research Program, Tribal Health Care Research Program (THCRP), etc., in different states of the country. The Council website is also generally embodied with IEC materials and hyperlinked with other important websites that provide information for wider utility. The Council has three journals named Journal of Drug Research in Ayurvedic Sciences (JDRAS), Journal of Research in Ayurvedic Sciences (JRAS), and Journal of Indian Medical Heritage (JIMH) which is also available electronically in the public domain free of cost to enable dissemination of the outcomes research among the public. The CCRAS is also publishing CCRAS Bulletin quarterly for the dissemination of Research outcomes in common languages for the general public. So far, the Council has published books, monographs, and technical reports, and they are being sold or distributed to disseminate research outcomes and merits of Ayurveda at large. Considering the growing recognition and acceptance of Ayush systems among public, several initiatives have been undertaken by the Ministry of Ayush.  DGHS Ayush Vertical: The Ayush Vertical, established under DGHS by the Ministry of Ayush and MoHFW, acts as a dedicated institutional mechanism for planning, monitoring, and supervising Ayush-specific public health programs. It provides technical support to both ministries in developing strategies for public health, healthcare delivery, education, and training. It also functions as a repository of Ayush-based technical knowledge and oversees the management of hospitals, dispensaries, and medical education under the Ministry of Ayush.  Integrative Departments in Tertiary Care Hospitals: The Ministry of Ayush and Ministry of Health & Family Welfare (MoHFW) have launched a joint initiative to establish Integrative Departments in Central Government Hospitals, promoting integrative healthcare. Accordingly, the Department of Integrative Medicine is now operational at VMMC & Safdarjung Hospital and Lady Hardinge Medical College, New Delhi, offering comprehensive services, including preventive, promotive, and therapeutic care, with a fully functional Panchakarma unit.  Development of Standard Treatment Guidelines: The Ayush Vertical, DGHS, is actively developing and disseminating Standard Treatment Guidelines (STGs) for the Ayush system of medicine. Key milestones include the publication of STGs for musculoskeletal disorders (2024) and metabolic disorders (2025). To build capacity among Ayush physicians, national-level master training programs have been conducted in collaboration with CHEB, followed by state-level training programs led by trained master trainers. Page 3 of 4 Indian Public Health Standards for Ayush healthcare facilities: With the active technical support from the Ayush Vertical under DGHS, MoA has successfully published and launched the Indian Public Health Standards (IPHS) for AAMs (Ayush) and Ayush Hospitals. It is a set of uniform standards for infrastructure, human resources, medicines, and service quality. These standards enable States and UTs to deliver quality Ayush healthcare services.  Public Health Advisories: Ministry of Ayush has released two Public Health Advisories on Heat Wave and Monkey Pox in coordination with National Centre for Disease Control (NCDC).  One Health approach exemplifies integration, adopting a holistic perspective that encompasses human, animal and environmental health, recognizing their interconnectedness. Ayush plays an important role in the National One Health Mission initiatives.  Ministry of Ayush has implemented a Central Sector Scheme Ayush Oushadhi Gunavatta evam Uttpadan Samvardhan Yojana (AOGUSY), was approved by Standing Finance Committee (SFC) on 16.03.2021. The total Budget allocation to this scheme is Rs. 122.00 crores for five years.  The objectives of the Scheme are as under; i. To enhance India's manufacturing capabilities and exports of traditional medicines and health promotion products under the initiative of Atmanirbhar Bharat. ii. To facilitate adequate infrastructural & technological upgradation and institutional activities in public and private sector for standardization, quality manufacturing and analytical testing of Ayush drugs & materials. iii. To strengthen regulatory frameworks at Central and State level for effective quality control, safety monitoring and surveillance of misleading advertisements of Ayush drugs. iv. To encourage building up synergies, collaborations and convergent approaches for promoting standards and quality of Ayush drugs & materials.
