These standards have been implemented since March, 2023. The prototypes / components of electric vehicles are tested for the following:a) Over charge/discharge protection b) Over current/Short circuit protection c) Over temperature protection d) Voltage cutoff e) Battery Management System(BMS) f) Prevention of thermal propagation etc. The tests are done by the testing agencies notified under Rule 126 of Central Motor Vehicles Rules, 1989, for compliance to standards notified by the Ministry of Road Transport and Highways. Government in the Ministry of Power (MoP) has issued “Guidelines for Installation and Operation of Electric Vehicle Charging Infrastructure- 2024”, dated 17th September 2024, which outlines standards and protocols to create connected & interoperable EV charging infrastructure network including Battery Swapping/Charging stations. The following steps have been taken by the Government in the Ministry of Road Transport and Highways (MoRTH) to promote adoption of Electric Vehicles (EVs) in the country: (i) Notification issued vide S.O. 5333(E) dated the 18th October, 2018, has granted exemption from the requirements of permit to the battery operated transport vehicles. (ii) Notification issued vide G.S.R. 525(E) dated the 2nd August, 2021 has exempted Battery Operated Vehicles from the payment of fees for the purpose of issue or renewal of registration certificate and assignment of new registration mark. (iii) Notification issued vide G.S.R. 302(E) dated the 18th April, 2023 to issue All India Tourist Permit for battery operated vehicles without payment of any permit fee. (iv) Notification issued vide G.S.R. 167(E) dated the 1st March, 2019 for retro-fitment of hybrid electric system or electric kit to vehicles and their compliance standards shall be as per Automotive Industry Standards (AIS) 123. (v) Notification issued vide G.S.R. 749(E) dated the 7th August, 2018, has notified the registration mark for Battery Operated Vehicles to be in Yellow colour on Green background for the transport vehicles and, for all other cases, in White colour on Green background.(vi) An advisory dated 12th August, 2020 has been issued to all States and UTs regarding sale and registration of two wheeled Electric Vehicles without batteries. (vii) National Highways Authority of India through NHLML envisions development of wayside amenities at approx. interval of 40-60 kms along National Highways and Expressways for providing public facilities like eateries, toilet, drinking water, parking, Fuelling Stations, EV charging stations, short term accommodation, etc. to the road users and truckers. EV charging stations have been provisioned as mandatory facility for Wayside Amenities sites having area greater than 1 Ha. As on date, 513 WSA sites have been awarded out of which 110 sites are already operational and EV charging stations have been commissioned on 64 operational wayside amenities. Government in the Ministry of Heavy Industries (MHI) has allocated Rs.2,000 crore under the PM E-DRIVE Scheme for installation of adequate number of EV Charging stations on pan India basis. Government in the Ministry of Heavy Industries (MHI) has sanctioned Rs.873.5 Cr to PSU Oil Marketing Companies (OMCs) under FAME II Subsidy Scheme for setting up 8932 Electric vehicle Charging Stations (EVCS). As on 01.11.2025, 8932 number of EVCS have been set up by OMCs under FAME-Il subsidy scheme across the country at their Retail Outlets (ROs) out of which 3261 EVCS have been energized.
