SHRI AJIT KUMAR BHUYAN: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) total amount sanctioned for Smart City Guwahati under different Head/scheme/project, the details thereof; (b) the details of the works/schemes executed against Smart City projects, Guwahati till now and present status; and (c) the name of works and corresponding amount of expenditures against each work including names of executing firm/agencies under Smart City Project in Guwahati, the details thereof? ANSWER THE MINISTER OF HOUSING AND URBAN AFFAIRS (SHRI MANOHAR LAL) (a) to (c): A Statement is laid on the Table of the House.STATEMENT REFERRED TO IN REPLY OF PARTS (a) to (c) OF THE RAJYA SABHA STARRED QUESTION NO. 254 FOR ANSWER ON 16.03.2026 REGARDING GUWAHATI SMART CITY PROJECT (a) to (c): Under Smart Cities Mission (SCM), in the state of Assam one city i.e Guwahati was selected. Guwahati Smart City has been able to claim its entire central financial assistance of ₹490 Cr and has completely utilized the same. As reported by the Guwahati Smart City, as on 01.03.2026, out of a total 21 projects amounting to ₹755 Cr, 20 projects (95% of total projects) amounting to ₹746 Cr have been completed and 1 project amounting to ₹9 Cr is at implementation stage.. Under SCM at the City level, implementation has been done by a Special Purpose Vehicle (SPV) created for planning, appraising, approving projects, releasing funds, procuring, managing, operating, monitoring and evaluating the Smart City development projects. These SPVs are jointly owned by the State/UT and Urban Local Bodies (ULBs), with equal shareholding. In Guwahati the Smart Cities Mission (SCM) has been implemented through Special Purpose Vehicles (SPVs) i.e Guwahati Smart City Ltd.
