Parliament Question: Guwahati–Tezpur/Tezpur–Silghat Railway Line in Assam

SHRI RANJIT DUTTA: Will the Minister of RAILWAYS be pleased to state: (a) the details of the present status and expected timeline for completion of the proposed Guwahati–Tezpur and Tezpur–Silghat railway line projects in Assam; (b) the details of the steps taken to upgrade rail infrastructure, modernize stations and improve passenger amenities in Tezpur district; and (c) whether the Government proposes to enhance rail connectivity, passenger services, and undertake additional initiatives to strengthen the railway network and promote economic development in Tezpur and adjoining areas and if so, the details thereof and if not, the reasons therefor? ANSWER MINISTER OF RAILWAYS, INFORMATION & BROADCASTING AND ELECTRONICS & INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW) (a) to (c): Detailed Project Report (DPR) for Agthori (Guwahati) - Dekargaon (Tezpur) New Line Project (130 Km) and Dekargaon (Tezpur) - Silghat New Line Project (28 Km) have been prepared. After preparation of Detailed Project Report (DPR), sanctioning of project requires consultation with various stake-holders including State Governments and necessary approvals viz. appraisal of NITI Aayog, Ministry of Finance etc. As sanctioning of projects is a continuous and dynamic process, exact timelines depend upon appraisals and approvals by various stakeholders. § Page 1 of 6Train Services At present, Dekargaon, which is the serving station for Tezpur, is being served by 06 pairs of trains, as listed below: S.No. Train Number and Name 1 15813/15814 Dekargaon - Murkongselek Express 2 15815/15816 Guwahati - Dekargaon Intercity Express 3 55821/55822 Rangiya - Dekargaon Passenger 4 55823/55824 Rangapara North - Dekargaon Passenger 5 55819/55820 Dekargaon - Bhalukpong Passenger 6 55861/55862 Rangiya - Dekargaon Passenger Besides, introduction of new train services, on any route/section, is an on- going process, which depends on various factors including: ● Capacity of that section ● Availability of path ● Availability of required rolling stock ● Availability of matching infrastructure for rolling stock ● Maintenance requirement of railway tracks and other assets ● Occupancy and the traffic requirement of the section Station Redevelopment Ministry of Railways has identified Rangapara North Junction station of Sonitpur district (Headquarter at Tezpur), located in Assam for redevelopment under Amrit Bharat Station Scheme. Page 2 of 6At Rangapara North Junction station, the works of improvement of platform shelter and extension of platform no. 5 have been completed. The works of 12 m wide foot over bridge, new station building at main entry, new station building at second entry, improvement of circulating area at main entry, improvement of platform surface, entrance porch, installation of Coach Indication Board and Train Indication Board have been taken up. Amrit Bharat Station scheme involves preparation of master plans and their implementation in phases to improve the stations of Indian Railways. The master planning, keeping in view the necessity of each station, includes:  Improvement of access to station and circulating areas  Integration of station with both sides of city  Improvement of station building  Improvement of waiting halls, toilets, sitting arrangement, water booths  Provision of wider foot over bridge/subway to commensurate with passenger traffic  Provision of lifts/escalators/ramps  Improvement of platform surface/ provision of platform shelter  Provision of kiosks for local products through schemes like ‘One Station One Product’  Parking development  Amenities for Divyangjans  Better passenger information systems  Provision of air concourse, executive lounges, Multimodal integration, landscaping, etc. The scheme also envisages sustainable and environment friendly solutions etc. as per necessity, phasing and feasibility and creation of city centre at the station in the long term. Page 3 of 6So far, 1340 stations have been identified for development under Amrit Bharat Station Scheme, out of which 50 stations are located in Assam. At Majbat station, the development works have been completed which includes new station building, entrance porch, improvement of circulating area, platform shelter, platform surface, new waiting hall, parking, toilet and lifts. The activities for development at other stations have also been taken up at good pace and progress of some of the stations is as given below:  Dhubri station: The works of new station building, porch, new high level platform no. 2 & 3, improvement of existing station building, circulating area, platform shelter, toilet, boundary wall, 12m wide foot over bridge and installation of Coach Indication Board have been completed. The work of lift has been taken up.  Narangi station: The works of new station building blocks, porch, new waiting hall, improvement of existing station building, circulating area, entry/exit gate, boundary wall and platform surface at platform no.1 have been completed. The works of extension of platform no.1, one 12 m wide foot over bridge, lifts and amenities for Divyangjan have been taken up.  Simaluguri station: The work of improvement of waiting hall has been completed. The works of entry/exit gate, improvement of circulating area, 12m wide foot over bridge, tactile tiles for Divyangjan and Pay & Use toilet have been taken up. Page 5 of 6 Viswanath Chariali station: The works of new station building, porch, improvement of circulating area, approach road, toilet block, platform shelter, extension of platform no.1, installation of Coach Indication Board and Train Indication Board have been completed. The work of lift has been taken up. Further, development / redevelopment / upgradation / modernisation of stations on Indian Railways including provision of passenger amenities is a continuous and ongoing process and works in this regard are undertaken as per requirement, subject to inter-se priority and availability of funds. Development / redevelopment / upgradation / modernisation of a station is carried out based on category of station/condition/traffic handled etc. Development / upgradation / modernisation of stations including under Amrit Bharat Station Scheme is generally funded under Plan Head-53 ‘Customer Amenities’. The details of allocation and expenditure under Plan Head-53 are maintained Zonal Railway-wise and not station-wise or state- wise. Assam is covered under the jurisdiction of one railway zone, namely, Northeast Frontier Railway. For this zone, an allocation of ₹431 crore has been made for the financial year 2026-27, out of which an expenditure (up to June, 2026) of ₹179 crore has been incurred so far. ***** Page 6 of 6
