Shri Omprakash Bhupalsinh Alias Pavan Rajenimbalkar: Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state: (a) whether the Government is aware that Haemophilia is a rare and Critical Chronic disease and it is recognized as a form of disability under Rights of Persons with Disabilities Act, 2016 but no benefits of reservation is available to persons affected with this disease in Government Jobs; (b) if so, the steps taken till date by the Government to provide the benefits of reservation in Government jobs to the patients of Haemophilia; (c) whether any proposal is under consideration in this regard, if not, the reasons therefor; and (d) the measures adopted by the Government in future to ensure equal opportunities and Social Justice? ANSWER MINISTER OF STATE FOR SOCIAL JUSTICE AND EMPOWERMENT (SHRI B. L. VERMA) (a): The Government enacted the Rights of Persons with Disabilities (RPwD) Act, 2016, which came into force on 19.04.2017. Disability caused due to blood disorders including haemophilia is recognized as a specified disability under the said Act. However, in terms of Section 34(1) of the aforesaid Act, the benefit of reservation in Government jobs is applicable to the persons with benchmark disabilities of the categories of Blindness and Low Vision; Deaf and Hard of Hearing; Locomotor disability including Cerebral Palsy, Leprosy Cured, Dwarfism, Acid Attack Victims and Muscular Dystrophy; Autism, Intellectual Disability, Specific Learning Disability and Mental Illness; and Multiple disabilities from amongst persons under these categories including deaf-blindness. (b) to (d): Persons with disabilities, including persons with disabilities caused due to blood disorders such as haemophilia, are entitled to equal rights and entitlements provided under Sections 3, 6, 7, 19, 20, 21, 24, 25, 32 and 37. *****
