HIGHWAY DEVELOPMENT AND ASSET MONETISATION
4252. SHRI SUJEET KUMAR:
Will the Minister of ROAD TRANSPORT AND HIGHWAYS be pleased to state:-
(a) the specific targets set for Greenfield Expressway construction for the remainder of the fiscal year
2025-26;
(b) how the Ministry is utilising the InvIT mechanism to monetise highway assets and generate new
capital post-August, 2025;
(c) whether a new policy has been adopted to accelerate land acquisition by streamlining the
compensation process;
(d) the progress on the implementation of the Satellite-Based Toll Collection System (SBTC) on major
corridors; and
(e) the manner in which the Ministry promoting the use of recycled materials like plastic and fly ash in
road construction?

(a) Government in Ministry of Road Transport and Highways has set an overall target of
construction of 10,000 km of National Highways for Financial Year (FY) 2025–26, including
construction of Greenfield Expressways.
(b) The Government has already established National Highways Infra Trust (NHIT), private InvIT,
through which National Highways Authority of India (NHAI) has monetised road assets through four
rounds so far and monetisation of fifth round is under progress. Now, NHAI has established Raajmarg
Infra Investment Trust (RIIT) as public InvIT, through which it is monetizing road assets in its first
round. As per policy decision, funds generated from these InvITs are to be deposited in Consolidated
Fund of India (CFI).
(c) Various measures are taken at policy level as well as leveraging the technology from time to
time to accelerate and streamline the land acquisition process through Bhoomi Rashi portal. Now all
the proposals for publication of notifications for land acquisition viz., under Section 3a, 3A and 3D andpayment of compensation (through PFMS) is done through Bhoomi Rashi Portal to ensure
transparency and expediting the process.
(d) The Apex Committee and High-Level Empowered Committee consisting of Experts from
Industry and Academia, in view of security and privacy considerations and overall operational control,
have recommended further deliberations for the Satellite-based user fee collection system based on
Indian Constellation of navigation Satellites. Satellite-based user fee collection system is not currently
operational anywhere on National Highways (NHs). Multi Lane Free Flow (MLFF) tolling system has
been rolled out on all 4-Lanes and above National Highways, based on the outcomes and efficacy of
the awarded pilot projects. Under the Multi-Lane Free Flow (MLFF) tolling system, gantry installed
high performance Radio Frequency Identification (RFID) readers and Automatic Number Plate
Recognition (ANPR) cameras are used for deduction of user fee through existing FASTag system.
These components operate concurrently for redundancy and enhance accuracy of toll transactions. The
Multi Lane Free Flow based Barrier less Tolling using existing FASTag (RFID)+ANPR/AI–
Technology has been awarded on 17 toll plazas and bids for further 108 nos. of toll plazas have been
invited.
(e) Policy guidelines and circulars for promoting the use of recycled materials like plastic and fly
ash in road construction have been issued, including the following:
1. Policy guidelines on use of inert material in construction of National Highway have been issued
vide circular no. RW/NH-33044/27/2024/S&R (P&B) dated 23.09.2024.
2. Circular no. RW/NH-34049/01/2020-S&R (P&B) pt. dated 20.09.2024 has been issued
regarding use of New/ Alternative Material and Technology in Construction and maintenance
of National Highways Projects and adoption of Value Engineering Practices therein.
3. Order on usage of Fly Ash in National Highway Construction has been issued vide Circular
no.RW/NH-33044/01/2019-S&R (P&B) RSCE pt. 1 dated 26.09.2023.
