HOUSES ALLOCATION UNDER PRADHAN MANTRI AWAS YOJANA-URBAN
2594. SMT. P.T. USHA:
Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) the total number of houses allocated under Pradhan Mantri Awas Yojana – Urban 2.0
(PMAY-U 2.0) for the last three years and current year in all States and Kerala State;
(b) the total number of houses and residential units built and allocated to women
beneficiaries, including single women and widows and women from Scheduled
Castes and Scheduled Tribes communities during the last three years and current year;
(c) whether Government has set a target of total houses to be constructed till 2047; and
(d) if so, the details thereof?

(SHRI TOKHAN SAHU)
(a) to (d): Ministry of Housing and Urban Affairs (MoHUA) has been implementing
Pradhan Mantri Awas Yojana - Urban (PMAY-U) since 25.06.2015 with an aim to provide
all weather pucca houses with basic civic amenities to eligible urban beneficiaries across the
country. The scheme period has been extended up to 30.09.2026 to facilitate completion of
sanctioned houses without changing the funding pattern and implementation methodology.
Based on the learnings from the experiences of implementation of PMAY-U, MoHUA has
revamped the scheme and launched PMAY-U 2.0 ‘Housing for All’ Mission with effect from
01.09.2024 for implementation in urban areas across the country including to support 1 crore
additional eligible beneficiaries in next five years. PMAY-U 2.0 is implemented through four
verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership
(AHP), Affordable Rental Housing (ARH) and Interest Subsidy Scheme (ISS).The scheme

As on date, all States except Kerala have signed Memorandum of Agreement (MoA) to
implement PMAY-U 2.0 as per scheme guidelines. Thus, PMAY-U 2.0 is not being
implemented by Govt of Kerala. Due to not signing of MoA by the Government of Kerala,
potential beneficiaries of the State are losing opportunities to have pucca houses under the
scheme.

PMAY-U & PMAY-U 2.0 are demand driven schemes and Government of India does not fix
any target for construction of houses. Selection of beneficiaries, under various verticals
preferred by the beneficiaries, formulation of projects and execution including allotment of
completed houses to the eligible beneficiaries are done by States/Union Territories (UTs). As
per scheme guidelines, preference is given to widows, single women, Persons with
Disabilities, Senior Citizens, Transgenders, persons belonging to Scheduled Castes/
Scheduled Tribes, Minorities and other weaker and vulnerable sections of the society.
The State/UT-wise details of houses sanctioned in the last three years and current year under
PMAY-U and PMAY-U 2.0 are at Annexure.
Based on the proposal submitted by the States/UTs, a total of 26.67 lakh houses have been
sanctioned in the last three years and the current year under PMAY-U and PMAY-U 2.0. Out
of these, 22.50 lakh houses have been sanctioned to women beneficiaries, which includes
4.07 lakh women beneficiaries belong to the Scheduled Caste (SC) and 0.94 lakh to the
Scheduled Tribe (ST).
