SHRI NEERAJ SHEKHAR: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the details of schemes being run by the Central Government for provision of home to urban homeless; (b) the details of fund allocated, released and utilized for providing home to urban homeless and slum dwellers during the last three Financial Years till 31st January, 2026, State-wise, scheme-wise and year-wise; and (c) the details of number of homes provided and slums developed during the last three years, State-wise, scheme-wise and year-wise? ANSWER THE MINISTER OF HOUSING AND URBAN AFFAIRS (SHRI MANOHAR LAL) (a) to (c): A statement is laid on the Table of the House.STATEMENT REFERRED IN REPLY TO RAJYA SABHA STARRED QUESTION NO. 93 FOR 09.02.2026 REGARDING HOUSES TO URBAN HOMELESS AND SLUM DWELLERS (a) to (c): ‘Land’ and ‘Colonization’ are State subjects. Therefore, all schemes related to housing for their citizens including homeless are implemented by States/Union Territories (UTs) in their respective areas. However, Ministry of Housing and Urban Affairs (MoHUA) supplements the efforts of States/UTs by providing Central Assistance under Pradhan Mantri Awas Yojana – Urban (PMAY-U) since June 25, 2015 to provide pucca houses to all eligible urban beneficiaries including urban homeless and slum dwellers across the country. Based on the learnings from the experiences of implementation of PMAY-U, MoHUA has revamped the scheme and launched PMAY-U 2.0 ‘Housing for All’ Mission with effect from 01.09.2024 for implementation in urban areas across the country to support 1 crore additional eligible beneficiaries in next five years. PMAY-U 2.0 is implemented through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH) and Interest Subsidy Scheme (ISS). The Scheme Guidelines can be accessed at https://pmay-urban.gov.in/uploads/guidelines/Operational- Guidelines-of-PMAY-U-2.pdf. Based on the project proposals submitted by States/UTs, a total of 122.28 lakh houses, including 10.66 lakh under PMAY-U 2.0, have been sanctioned by the Ministry, so far. Out of which, 114.84 lakh houses have been grounded and 97.02 lakh are completed/delivered to the beneficiaries including urban homeless and slum dwellers across the country as on 22.01.2026. Against the sanctioned houses, more than 29 lakh beneficiaries are slum dwellers. The State/UT-wise and year-wise details of Central Assistance sanctioned, released and utilized during the last three years till 31.01.2026 for the beneficiaries including slum dwellers, and houses sanctioned, completed and occupied during the last three years under PMAY-U and PMAY-U 2.0 are at Annexure-I and Annexure-II respectively. Additionally, MoHUA supported ‘Shelters for Urban Homeless (SUH)’ under Deendayal Antyodaya Yojana - National Urban Livelihoods Mission (DAY-NULM), through respective States/UTs. It focuses on providing permanent shelters equipped with basic facilities to the urban homeless. Under the scheme, 1,995 shelter with space for more than 1.41 lakh person have been supported.
