Will the Minister of Housing and Urban Affairs be pleased to state :
(a) whether the Government has undertaken any housing initiatives for
Internally Displaced Persons (IDPs) in Manipur in light of the ongoing
crisis and if so, the details thereof;
(b) the number of houses constructed for IDPs in Manipur till date along with
the timeline fixed to complete the construction;
(c) the details of the number of houses constructed including the names of
locations or relief sites where the construction has been carried out in
Manipur, district-wise; and
(d) the details of the total funds allocated and utilised for the construction of
houses for IDPs in Manipur, district and scheme-wise?

(a) to (d) ‘Land’ and ‘Colonization’ are State subjects. Therefore, schemes
related to housing for their citizens are implemented by States/Union
Territories (UTs). However, the Ministry of Housing and Urban Affairs
(MoHUA) supplements the efforts of States/UTs by providing
Central assistance under Pradhan Mantri Awas Yojana - Urban (PMAY-U)
since 25.06.2015 to provide pucca houses with basic civic amenities to
eligible urban households across the country, including Manipur.
Based on the learning from the experience of 9 years implementation of
PMAY-U, MoHUA has revamped the scheme and launched PMAY-U 2.0
‘Housing for All’ Mission with effect from 01.09.2024 for 1 crore additional
eligible beneficiaries for implementation in urban areas across the
country.

PMAY-U & PMAY-U 2.0 are demand driven schemes. Under the schemes,
States/UTs conduct demand survey in their respective jurisdiction and
validate the beneficiaries to ascertain eligibility. In order to ensure that
the scheme effectively addresses the housing needs of urban poor, a
Unified Web-portal has been developed by the Ministry under PMAY-U 2.0.
Eligible citizens are also allowed to apply through Unified Web Portal and
register their demand. States/UTs/Urban Local Bodies (ULBs) validate the
beneficiaries as per the eligibility criteria of the scheme guidelines and
selection/ scrutiny of beneficiary list is done at multiple levels in the
States/UTs. After fulfilling the procedures laid down in the Scheme
Guidelines, the houses are approved by State Level Sanctioning and
Monitoring Committee (SLSMC) headed by the Chief Secretary of States
/UTs and forwarded to Central Sanctioning and Monitoring Committee
(CSMC) for consideration of release of Central Assistance. State/ UT
Governments can include Internally Displaced Persons (IDP) as
beneficiaries under the scheme provided they are otherwise eligible as
per the criteria prescribed in the Scheme guidelines.
Based on the proposals received by the State of Manipur, a total of
56,045 houses (including 3,526 under PMAY-U 2.0) have been sanctioned
by the Ministry in the State under PMAY-U & PMAY-U 2.0 involving Central
assistance of ₹867.95 Cr. Out of total sanctioned houses 49,846 have
been grounded for construction and 20,591 have been
completed/delivered to the beneficiaries as on 24.11.2025. Central
assistance of ₹582.36 cr. has been released to the State so far, of which
₹468.53 cr. has been utilised by the State.
