BHARTI PARDHI: SHRI SHRIRANG APPA CHANDU BARNE: SHRI OMPRAKASH BHUPALSINH ALIAS PAVAN RAJENIMBALKAR: SHRI SANJAY HARIBHAU JADHAV: Will the Minister of ROAD TRANSPORT AND HIGHWAYS सड़क परिवहन औि िाजमार् ग मंत्री be pleased to state: (a) the number of Hybrid Annuity Model (HAM) projects awarded along with the number of projects currently under construction, successfully completed and made operational till date in the country, State-wise especially in Madhya Pradesh and district-wise in Maharashtra; (b) the average time taken for a HAM project from the date of award to the date of its Commercial Operation; (c) whether the Government has recently tightened the eligibility criteria/qualification requirements for HAM project bidders, and if so, the specific reasons/issues which have triggered tightening the said criteria/norms; (d) the manner in which the Government expect the likely impact of these changes on the pace and quality execution of HAM project in the future; and (e) the details regarding the proposal for construction of Palkhi road connecting Ter to Shri Kshetra Pandharpur in Dharashiv district?ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI) (a) 406 projects awarded under Hybrid Annuity Mode(HAM) is under implementation/Operation & Maintenance stage in the country. Further, the list of projects awarded and under implementation/completed in the State of Madhya Pradesh and Maharashtra in Annexed. (b) After award of the HAM Project, a Special Purpose Vehicle (SPV) is formed by the Selected Bidder for signing of the Concession Agreement and thereafter time period of about 150 days is provided for achievement of Financial Close. After fulfillment of conditions precedent by Government ( availability of land & clearances etc) and the concessionaire( Financial close, permits etc) , Appointed Date is declared for execution of the project as per provisions of Concession Agreement and the time line for completion of the project is usually 2-3 years from the Appointed Date. (c) and (d) Yes Sir. Government, in July 2025, has issued modification in Standard Request for Proposal(RFP) related to qualification criteria for HAM Projects. The modifications made inter-alia include the minimum requirement for Standard Highway Project as well as Stand Alone Specialized Project such as Tunnels, Major Bridge, ROB etc. and are envisaged to improve the quality of construction and more accountability to the bidders.
