886. SHRI SURESH KUMAR KASHYAP:

be pleased to state:
(a) the number of road accident prone black spots identified in Himachal Pradesh during the last two years, district-wise;
(b) the details of road accident prone black spots rectified, under rectification and pending for improvement in Himachal Pradesh, indicating separately those falling in the Shimla Lok Sabha Constituency;
(c) the details of works undertaken, funds sanctioned, expenditure incurred and the present status of each road accident black spot in Himachal Pradesh; and
(d) the steps taken to identify new accident-prone locations and improve road safety through engineering measures, signages, crash barriers, speed calming measures and awareness campaigns in the hilly areas of Himachal Pradesh? ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI)(a) Certain segments on National Highways (NHs) have been identified as black corridors which are continuous stretches qualifying the criteria of black spots i.e. locations with occurrence of certain number of accidents involving fatalities and grievous injuries. These black corridors have been identified on real-time basis through AI based tools. Based on the available accident data from Electronic Detailed Accident Report (e-DAR), a list of 11 black corridors have been identified in the State of Himachal Pradesh during the period of 2023-2025. The district-wise list of black corridors is annexed.
(b) Short-term measures for immediate rectification of Black corridors include road markings, signages, crash barriers, road studs, delineators, closure of unauthorized median openings, traffic calming measures, etc. Long-term measures like improvement of road geometrics, junction improvements, spot widening of carriageway, construction of underpasses/overpasses, etc. are also taken as permanent rectification measures of black corridors as per site requirement. Long term rectification works involve pre- construction activities such as land acquisition, forest clearance & utility shifting which takes significant time.
(c) No separate allocation of funds is made for rectification works on road accident black spots which are executed either as part of on-going NH development works or on standalone basis. However, details of funds allocated and expenditure incurred during the last two years for development and maintenance of National Highways in the State of Himachal Pradesh including rectification of road
accident black spots are as under:

Based on the available accident data from Electronic Detailed Accident Report (e- DAR), a list of 11 black corridors have been identified in the State of Himachal Pradesh during the period 2023-2025.
