KIRSAN NAMDEO: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the impact of the Atal Mission for Rejuvenation and Urban Transformation (AMRUT) on improving urban infrastructure such as water supply, sewerage and green spaces; (b) the number of urban households benefitted thereunder in the country, State-wise including Maharashtra; (c) the steps taken/being taken by the Government to address gaps in infrastructure development under the said mission; (d) the number of urban households provided with tap water connections under the said mission; (e) the improvements made in sewerage networks in urban areas across the country under AMRUT; (f) the measures taken or being taken by the Government to ensure sustainable management of water resources in AMRUT cities; (g) the monitoring mechanisms in place to track the progress of projects under the said mission; (h) the findings of any recent evaluations of the mission, if any; and (i) the corrective measures undertaken/being undertaken by the Government to address delays and inefficiencies in the implementation of the said mission? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) to (f): Atal Mission for Rejuvenation and Urban Transformation (AMRUT) was launched on 25 June 2015 in selected 500 cities (485 cities including 15 merged cities) and towns across the country. The Mission focuses on development of basic infrastructure, in the selected cities and towns, in the sectors of water supply; sewerage and septage management; storm water drainage; green spaces and parks; and non-motorized urban transport. As reported by the State/ Union Territories (UTs) on AMRUT Portal, against the approved plan size of ₹77,640 crore, 6,010 projects worth ₹83,483 crore have been taken up. …2/--2- Under AMRUT Mission in convergence with the States, 189 lakh water tap connections (new/ serviced) have been provided against the target of 139 lakh; 149 lakh sewer connections (new/ serviced) (including households covered through Faecal Sludge and Septage Management- FSSM) provided against the target of 145 lakh; Sewer network of 21,753 kilometers and water supply network of 73,519 kilometers have been constructed; 4,622 Million Litre Per Day (MLD) Sewerage Treatment Capacity (STP) and 4,933 Million Litre Per Day (MLD) Water Treatment Capacity (WTP) have been developed; 1,456 kilometers length of drains have been constructed resulting in eliminating 3,759 numbers of water logging points; 5,092 acres of Green space, 430 km pedestrian/ walkway and 43 km of cycle track have been developed. State-wise tap & sewer connections provided (including Maharashtra) under AMRUT & Convergence are given in ANNEXURE I & ANNEXURE II respectively. (g) to (i): So far, as reported by the State/ Union Territories (UTs) on AMRUT Portal, under AMRUT works worth ₹80,103 crore have been physically completed. AMRUT guidelines have provisions for formation of State High Powered Steering Committee (SHPSC) headed by the Chief Secretary of the State, to monitor and supervise the implementation of the scheme at the State/ UT level. State Level Technical Committee (SLTC) headed by the Secretary, Urban Development & Housing Department provides technical support to the SHPSC in monitoring and supervising the scheme at the State level. Further, an Apex Committee constituted under the ambit of Mission guidelines reviews and monitor the Mission periodically. For assessment and monitoring of work done under AMRUT in the States/ UTs, there is a provision of Independent Review and Monitoring Agencies (IRMAs). Funds are released to the States/ UTs upon satisfactory compliance of IRMA reports. Also, in order to fast-track the implementation of AMRUT, the progress is periodically reviewed and monitored through regular video conferences/ webinars/ workshops/ site- visits etc. by Ministry of Housing and Urban Affairs (MoHUA) with the States/ UTs and ULBs. There is a dedicated AMRUT online portal for tracking the progress and project-wise outcomes of provisions of water tap connections provided by the States/ UTs. Further, NITI Aayog had conducted a review in June 2020 on the evaluation of Centrally Sponsored Schemes in the Urban Transformation Sector, including AMRUT. The study assessed key parameters such as coverage, incorporation of universal design, gender mainstreaming, pro-poor design, migration, and beneficiary targeting.
