IMPACT OF DELIMITATION EXERCISE
122 Shri Mohammed Nadimul Haque:
Will the Minister of Law and Justice be pleased to state:
(a) whether Government has assessed the potential impact of proposed delimitation exercise on the
allocation of Lok Sabha seats to States with below-replacement-level fertility rates, particularly in the
context of their population growth rates being below the national average;
(b) if so, the details of such assessment, including any projections of seat redistribution based on the
latest population data; and
(c) the measures being considered to ensure that States with effective population control policies are
not disproportionately disadvantaged in terms of political representation?

(a) to (c): The delimitation exercise is undertaken by the Delimitation Commission as per
constitutional mandate. Presently, article 82 of the Constitution provides that upon the completion of
each census, the allocation of seats in the House of the People to the States and the division of each
State into territorial constituencies shall be readjusted. Provided that until the relevant figures for the
first census taken after the year 2026 have been published, it shall not be necessary to readjust the
allocation of seats in the House of the People to the States and in the Legislative Assembly in a State
or Union territory.
