GOVERNMENT OF INDIA MINISTRY OF RAILWAYS LOK SABHA UNSTARRED QUESTION NO. 1749 TO BE ANSWERED ON 29.07.2026 IMPACT OF PRIVATE LOCO MANUFACTURING UNITS ON CLW 1749. SHRI JAGANNATH SARKAR: Will the Minister of RAILWAYS be pleased to state: (a) whether the establishment of private locomotive manufacturing units such as Alstom (Madhepura) and Siemens Mobility (Dahod) has affected production at Chittaranjan Locomotive Works (CLW); (b) whether any rationalisation of production or downsizing has been proposed for CLW and if so, the details thereof; (c) the comparative cost of production per locomotive between CLW and private units; and (d) whether CLW has been given export mandates or diversification targets to maintain competitiveness and if so, the details thereof? ANSWER MINISTER OF RAILWAYS, INFORMATION & BROADCASTING AND ELECTRONICS & INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW) (a) to (d) : To cater to the increased requirement of locomotives over the years commensurate with electrification and increased loading, the production of the locomotives has been consistently increasing. Indian Railway has produced locomotives over the years: Total Loco production Year Total CLW 2004 to 2014 4695 2019 2014 to 2026 12763 5397 The new electric locomotive manufacturing units under joint venture at Madhepura and Dahod are producing freight locomotives viz. WAG-12 by § Page 1 of 2Madhepura factory and D-9 by Dahod factory while CLW and other Indian Railway PUs are producing other variants of passenger and freight locomotives viz., WAP-5, WAP-7 and WAG-9. Producing locomotives in Railway manufacturing units with Technology Partners has not affected production of the locomotives from CLW. The production of the locomotives by CLW has increased over the years as seen below: CLW Year Production 2013-14 264 2025-26 800 The production cost of 12000 Horse Power (HP) WAG-12 electric locomotives manufactured by Madhepura Electric Locomotive Private Limited (MELPL) at Madhepura and 9000 HP D9 electric locomotives manufactured at Loco Manufacturing Shop, Dahod by M/s Siemens, reflect their scope of supply, distinct design, modern technology, advanced technical features and enhanced performance specifications, which distinguish them from Locomotives manufactured at Chittaranjan Loco Works (CLW). The cost of these modern locomotives is competitive. Whenever the requirement for electric locomotive export arises, the same can be considered and CLW has the capacity and capability for the same. ***** Page 2 of 2
