(a) the current status of the implementation of the Animal Husbandry Infrastructure Development
Fund (AHIDF) scheme in the country during the last five years, Year and State/ UT wise;
(b) the manner in which the Scheme benefitted small and marginal livestock farmers, successfully
generated employment and increased farmer income;
(c) the measures taken by the Government to prevent the exploitation of small-scale farmers by
large private players participating in AHIDF projects; and
(d) whether there are any provisions made by the Government under the AHIDF to support startups
and young entrepreneurs in the animal husbandry sector, if so, the details thereof along with the
number of such beneficiaries, State/UT-wise;

(a)to(d) The current status of implementation of the Animal Husbandry Infrastructure
Development Fund (AHIDF) year wise and State/UT wise is placed at Annexure-I.
Animal Husbandry Infrastructure Development Fund (AHIDF) scheme has significantly impacted
small and marginal farmers facilitating investments across animal husbandry sector through
various activities such as (i) dairy processing and value addition infrastructure, (ii) meat processing
and value addition infrastructure, (iii) animal feed manufacturing plants, (iv) breed enhancement
technology and breed multiplication farms for cattle, buffalo, sheep, goat, and pig, (v) facilities for
the production of veterinary vaccines and drugs, (vi) management of animal waste to create wealth
(agricultural waste management), and (vii) wool processing, contributing to their economic
empowerment and improved livelihoods.It helps in creating better marketing infrastructure for the livestock products produced by the
farmers, ensuring better quality, and providing access to the processing facilities for value addition
benefiting the farmers for getting remunerative prices. Farmers/ entrepreneurs have been able to
move from unorganized market to organized market. Further, by providing access to improved
infrastructure, technology, and markets, AHIDF has enabled farmers to increase their production
and productivity. This has led to higher income for farmers, as they are able to produce good
quality products and sell their products at better prices. So far, total 428 projects have been
approved with the cost of Rs 14,786 crores which is expected to generate direct employment for
46,452 personnel and indirectly 27 Lakh farmers will be benefitted.
The merger of the Animal Husbandry Infrastructure Development Fund (AHIDF) with the Dairy
Infrastructure Development Fund (DIDF) has made Dairy Cooperatives eligible entities under the
Scheme. This has ensured small livestock farmers to receive benefits through cooperative
structures, which are designed to support equitable access and prevent exploitation by Private
players. Additionally, Farmer Producer Organizations (FPOs) are also recognized as eligible
entities under the scheme, thereby empowering small-scale farmers by providing collective access
to financial assistance.
To keep the scheme transparent and facilitate ease of doing business, AHIDF scheme is end to end
digitized which ensures application to disbursement of loan and interest subvention through
ahidf.udyamimitra.in.
The guidelines of AHIDF enables, the Start-ups and young entrepreneurs to avail the benefits of
Animal Husbandry Infrastructure Development Fund (AHIDF) Scheme under any of the eligible
entities as Individuals, Private Companies, Section 8 Companies, MSME, Farmer Producer’s
organization (FPOs) and Dairy Cooperatives. Department of Animal Husbandry and Dairying,
Government of India has approved 428 projects with Project Cost amounting to Rs. 14,786 crore
directed towards individual entrepreneurs, private enterprises, MSMEs, Farmers Producers
Organizations (FPOs), Section 8 Companies, and Dairy Cooperatives.
Under this scheme, the Department of Animal Husbandry and Dairying, Government of India
provides 3% interest subvention for eligible entities including startups and young entrepreneurs
who can avail term loan up to 90% of the project cost from any scheduled
bank/NABARD/NCDC/NDDB/SIDBI. Under the Scheme a facility of Credit Guarantee Fund,
established with NABSanrakshan Trustee Pvt. Ltd., is offering a 25% credit guarantee on term
loan for MSME. There is no ceiling on the eligible term loan amount under this scheme.
