Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to
state:
(a) whether the Government has sought to improve project planning,
timely implementation and funds utilisation under Atal Mission for
Rejuvenation and Urban Transformation (AMRUT) 2.0 in comparison
to the earlier phase and if so, the details of the key indicators of
progress achieved so far across the country, State/UT-wise;
(b) whether Odisha's participation in AMRUT 2.0 has been affirmative,
particularly in terms of physical and financial progress and if so, the
manner in which the Government is supporting urban local bodies in
capacity-building and technical execution; and
(c) whether the Government is considering any mechanisms either under
AMRUT 2.0 or through convergence with other schemes to support
infrastructure improvement in districts such as Balangir, particularly
with respect to piped water access, drainage and open public spaces
and if so, the details thereof?

(a) Atal Mission for Rejuvenation and Urban Transformation
(AMRUT) 2.0 guidelines provides for formation of State High Powered
Steering Committee (SHPSC) headed by the Chief Secretary of the
State, to monitor the implementation of the scheme at the State/ UT
level. State Level Technical Committee (SLTC) headed by the
Secretary, Urban Development & Housing Department provides
technical support to the SHPSC in monitoring and supervising the
scheme at the State level. Further, an Apex Committee constituted

under the ambit of Mission guidelines reviews and monitor the
Mission periodically. For assessment and monitoring of work done
under AMRUT in the States/ UTs, there is a provision of Independent
Review and Monitoring Agencies (IRMAs). Also, in order to fast-track
the implementation of AMRUT 2.0, the progress is periodically
reviewed and monitored through regular video conferences/
webinars/ workshops/ site-visits etc. by Ministry of Housing and
Urban Affairs (MoHUA) with the States/ UTs and ULBs. There is a
dedicated AMRUT 2.0 online portal for tracking progress and project-
wise outcomes.
Under AMRUT 2.0, State Water Action Plans of States/ Union
Territories (UTs) for 8,873 projects worth ₹1,94,172.99 crore have
been approved. As reported by the States/ UTs on AMRUT 2.0 portal
(as on 14.07.2025), contracts have been awarded for 6,131 projects
worth ₹1,08,244.60 crore of which, works worth ₹42,027.85 crore
have been physically completed and expenditure of ₹29,937.78 crore
have been incurred so far. State/UTs wise details of progress of
projects are mentioned in ANNEXURE.
(b) Under AMRUT 2.0, State Water Action Plans of Odisha for 348
projects worth ₹3,940.98 crore have been approved. As reported by
the State on AMRUT 2.0 portal, contracts have been awarded for 323
projects worth ₹3,034.64 crore of which, works worth ₹1,987.23 crore
have been physically completed and expenditure of ₹1,512.71 crore
has been incurred so far.
AMRUT 2.0 guidelines has provision for capacity building
programs to various stakeholders such as municipal functionaries,
contractors, plumbers, plant operators, students, women etc. In
addition to the capacity building programmes carried out by the
States, Ministry also conducts regular training programmes and
workshops for the State/ ULB officials and stakeholders under
Geographic information system (GIS) Master Plan formulation, Drink
from Tap (DfT), Jal hi Amrit, AMRUT Mitra, etc.
(c) Under AMRUT 2.0, States/UTs are empowered to select,
appraise, prioritise and implement the projects within the broad
framework of Mission guidelines. Under AMRUT 2.0 so far, 20 water
supply projects worth ₹348.76 crore have been approved in Balangir
district covering 50,156 new/service tap connections.
