IQRA CHOUDHARY: Will the Minister of ROAD TRANSPORT AND HIGHWAYS सड़क परिवहन औि िाजमार् गमंत्री be pleased to state: (a) the details of road accident victims on Expressways, National Highways (NHs) and State Highways (SHs) who received free treatment up to Rs. 1.5 lakh under the Cashless Treatment Scheme during the financial years 2023-24, 2024-25 and 2025-26, State-wise and year-wise; (b) whether instances have been reported of private hospitals delaying treatment during the Golden Hour on the grounds of police formalities or advance payment requirements, if so, the details thereof and the action taken against such hospitals during the last three years; (c) the number of citizens awarded an incentive of Rs. 5,000 along with a citation for transporting road accident victims to hospitals under the Good Samaritan Scheme, State-wise and year-wise; (d) whether any centralized digital dashboard or helpline has been made available at the district level for real-time tracking of hospitals and redressal of public grievances relating to the Cashless Treatment Scheme, if so, the details thereof; and (e) the number of persons provided treatment under the Cashless Treatment Scheme during the last two years in Shamli and Saharanpur districts of Uttar Pradesh?ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI) (a) In accordance with the legal mandate under Section 162 of the Motor Vehicles Act, 1988, the Cashless Treatment for Road Accident Victims Scheme, 2025 was launched for nationwide implementation on 13.02.2026. The scheme provides treatment cover upto ₹1.5 lakh per victim, subject to a maximum cap of 7 days from date of accident on any category of road. Further, the treatment cover will be available to all those victims who are involved in road accidents caused by use of motor vehicles. As on 31.07.2026 since the launch of the scheme for nation-wide implementation, a total of 22,481 victims have received free treatment as per scheme guidelines across 34 States/UTs. The State/UT-wise details are attached as Annexure-I. (b) Time-bound procedures and clearly defined responsibilities have been prescribed under PM-RAHAT scheme to minimise delays in the provision of treatment, processing of claims and disbursement of payments to hospitals. Treatment under the Scheme is provided through the following categories of hospitals:- (i) Hospitals empanelled under Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY) and compliant with the guidelines issued by the National Health Authority (NHA) are automatically deemed designated hospitals under the Scheme. (ii) The States/UTs may onboard additional designated hospitals with the required infrastructure, skilled personnel and trauma-care capability, in accordance with the guidelines issued by NHA vide O.M. No. S-12018/81/2024 dated 20.05.2025. (iii) Hospitals other than designated hospitals are required to provide immediate stabilisation treatment and may thereafter transfer the victim to an appropriate designated hospital within stipulated timelines.Denial of admission or treatment under the Scheme amounts to non- compliance with the applicable Scheme provisions. States/UTs are empowered to take action under laws regulating clinical establishments, including the Clinical Establishments (Registration and Regulation) Act, 2010, or the corresponding State-specific laws. Further, the hospital empanelment guidelines provide for disciplinary proceedings, suspension and de-empanelment in cases of non-compliance. (c) The Government has instituted the Rah-Veer Scheme to encourage citizens to assist victims of serious road accidents during the Golden Hour. As per the information received from States/UTs, the number of citizens awarded incentive under the Good Samaritan Scheme are attached as Annexure-II. (d) As per the scheme guidelines, a dedicated Grievance Redressal Officer (GRO) is to be appointed by the District Road Safety Committee in every district to address grievances arising from implementation of the Scheme. If the applicant is dissatisfied with the resolution, or if there is a delay, the grievance may be escalated to the District Collector, and thereafter to the State Road Safety Council, which acts as the appellate authority. The NHA helpline 14588 is also available to hospitals for grievances relating to hospitalisation, treatment and settlement of hospital claims. Further, a citizen-centric PM-RAHAT module has been developed as part of the m-Parivahan mobile application. The module enables citizens to access information relating to the Scheme, obtain details of the nearest designated hospital, check the status of police response linked to the treatment request and access the contact details of the district-level Grievance Redressal Officer.
