(a) the current status of the implementation of Compressed Biogas (CBG) plants under the
Sustainable Alternative Towards Affordable Transportation (SATAT) scheme including the
number of plants established and operational across the country particularly in Tamil Nadu;
(b) the criteria and the procedures for setting up such plants and the details and number of
entrepreneurs and organizations that have availed support under this scheme;
(c) the impact of these CBG plants on renewable energy generation, environmental
sustainability and rural development;
(d) the measures being taken to accelerate the deployment of CBG plants and ensure the
scheme’s wider adoption and success; and
(e) the manner in which the Government plans to promote awareness and participation among
farmers and entrepreneurs for setting up more CBG plants?

(a) to (e) “Sustainable Alternative Towards Affordable Transportation (SATAT)” initiative
was launched on 1st October 2018, to promote the production of Compressed Bio Gas (CBG)
from various waste/ biomass sources in the country and for promoting its use along with
Natural Gas. Oil and Gas Marketing Companies (OGMCs) viz. Indian Oil Corporation
Limited (IOCL), Hindustan Petroleum Corporation Limited (HPCL), Bharat Petroleum
Corporation Limited (BPCL), GAIL (India) Limited (GAIL) and Indraprastha Gas Limited
(IGL) etc. have accordingly invited Expression of Interest (EOI) to procure CBG from
potential entrepreneurs across the country.
CBG plants are established by entrepreneurs and other interested entities based on their
techno-commercial evaluation of the projects. As per the Galvanizing Organic Bio-Agro
Resources Dhan (GOBARdhan) portal,170 CBG/Bio-Compressed Natural Gas (Bio-CNG)
projects are functional and 266 projects are at different stages of construction. In the State of
Tamil Nadu, 8 plants have been commissioned and 8 plants are under construction.CBG plants contribute to renewable energy generation by utilizing waste and biomass such as
agri-residue, press mud, municipal solid waste, cattle dung etc. and enhance environmental
sustainability by reducing greenhouse gas emissions and preventing the burning of
agricultural residues. They also support rural development through direct and indirect
employment generation; increased income to farmers; creation of an organic manure supply
chain; promotion of organic farming; infrastructure development; improved waste
management and sanitation; and enhanced energy security.
To accelerate deployment of CBG plants, the Government has adopted a “Whole of
Government” approach involving multiple Ministries and Departments under the umbrella of
GOBARdhan initiative. Various steps have been initiated including assured price for off-take
of CBG through long term agreements with Oil and Gas Marketing Companies under
Sustainable Alternative Towards Affordable Transportation (SATAT); the Umbrella Scheme
of National Bio Energy Programme which inter-alia provides Central Financial Assistance to
all kind of CBG/biogas plants; Additional Central Assistance for Municipal Solid Waste-
based CBG projects under Swachh Bharat Mission Urban 2.0; the inclusion of bio-manure
produced from CBG plants as Fermented Organic Manure and Liquid Fermented Organic
Manure under Fertilizer Control Order 1985; Market Development Assistance to promote
Organic Fertilizer produced from CBG projects; the inclusion of CBG projects under ‘White
Category’ on case to case basis; the inclusion of CBG projects under Priority Sector Lending;
loan products from various Banks for financing of CBG projects; etc.
Additional initiatives such as guidelines for synchronization of CBG with CNG in CGD
Network; a scheme for the development of pipeline infrastructure (DPI) for facilitation of
CBG offtake; a scheme to support CBG producers for procurement of Biomass Aggregation
Machinery (BAM) Scheme; and phase wise mandatory selling of CBG in CNG (T) and PNG
(D) segment of CGD network have also been initiated by the Government.
Government is organizing workshops, seminars and meetings etc. across the country to create
awareness among entrepreneurs and farmers about the technical, financial and operational
aspects of CBG, and to encourage them to set up more CBG projects. Additionally, the
