IMPLEMENTATION OF CRIF SETU BANDHAN SCHEME
3093. SHRI KUNDURU RAGHUVEER:
Will the Minister of ROAD TRANSPORT AND HIGHWAYS

be pleased to state:
(a) whether the Government has reviewed the implementation of the
CRIF Setu Bandhan Scheme for construction of Road Over Bridges
(ROBs) and Road Under Bridges (RUBs) across the country during
the last five years, if so, the details thereof;
(b) the details of works sanctioned, completed, under construction
and pending under the Scheme, along with the reasons for delays,
State-wise, if any;
(c) whether the Government has identified railway level crossings
requiring priority construction of ROBs/RUBs to improve road safety,
reduce traffic congestion and ensure uninterrupted movement of
vehicles, if so, the details thereof;
(d) whether the Government proposes to sanction additional
ROBs/RUBs in States having a large number of pending level
crossings, including Telangana and the criteria adopted for
prioritisation, if so, the details thereof; and
(e) the steps taken by the Government to expedite approvals,
ensure timely completion of works and enhance coordination among
the Ministry of Road Transport and Highways, the Ministry of
Railways and State Governments under the Scheme?ANSWER

(a) to (d) Government in Ministry of Road Transport and
Highways allocates and releases funds under the Central Road &
Infrastructure Fund (CRIF) Scheme as per the provisions of the
amended CRIF Act, 2000, based on the criteria duly approved by the
Government in Ministry of Finance to the State Governments / Union
Territories (UTs), including for the State of Telangana, for
development and maintenance of State Roads. Government in
2022-23 has also taken up specific programme for replacement of
existing Railways level crossings and construction of standalone
Bridges on State Roads known as “Setu Bandhan” under CRIF
scheme for State Roads.
As per the above criteria, the Government approves list of
State Roads projects, including proposals of Road Under Bridge
(RUB) / Road Over Bridge (ROB) / Bridge projects under Setu
Bandhan, duly prioritized and recommended by State/UT
Governments, including the State of Telangana, based on the
current year accrual and outstanding committed liabilities of
already approved works under the CRIF Act, 2000.
Accordingly, Government has approved 271 projects costing
₹11,355 Crore under Setu Bandhan under CRIF Scheme since
inception in FY 2022-23. State / Union Territory (UT) – wise details
of the projects are at Annexure. Out of this, 14 projects costing
₹544 Crore have been completed.
(e) In a major step towards enhancing efficiency, transparency,
and inter-agency coordination in infrastructure development,
Government has inter-alia launched the PRISM-SG (Portal for Rail-
Road Inspection & Stages Management – Steel Girders) Portal to
digitise key approval and inspection processes related to the
construction of ROBs. The portal enables end-to-end online
submission of documents, scrutiny, raising and resolution ofqueries, approvals, scheduling of inspections, and uploading of
inspection reports, photographs, test results, supported by a
complete audit trail and real-time monitoring capabilities.
However, Administrative Approval, Technical Approval and
Financial Sanction of the individual projects of the approved list
under CRIF Scheme along with their implementation, monitoring &
quality control vests with respective State/UT Governments.ANNEXURE
