The EMPS 2024, with an outlay of Rs. 778 crore, was implemented from April 1, 2024, to September 30, 2024, to promote the adoption of electric two-wheelers (e2W) and electric three-wheelers (e3W) and develop their manufacturing ecosystem. The FAME II scheme, with an outlay of Rs. 11,500 crore, was implemented from April 1, 2019, to March 31, 2024, and provided demand incentives for e2W, e3W, and electric four-wheelers (e4W), as well as grants for electric buses (eBuses) and the establishment of electric vehicle (EV) public charging stations.
Under both schemes, subsidies are provided to EV buyers through an upfront reduction in the purchase price, which is then reimbursed to the Original Equipment Manufacturers (OEMs) by the Ministry of Heavy Industries (MHI). There is no provision for state-wise allocation of subsidy under either the FAME II scheme or EMPS 2024, nor is there a provision for EV buyers to directly apply for subsidies.
From April 1, 2022, to March 31, 2024, under the FAME II scheme, 33,552 EVs were sold in Chhattisgarh, with a total subsidy payout of Rs. 121.26 crore. During the EMPS 2024 period (April 1, 2024, to September 30, 2024), 13,091 EVs were sold in the state, with a total subsidy payout of Rs. 16.74 crore. Because the subsidy is applied as an upfront reduction, there are no pending applications from EV buyers in Chhattisgarh under either scheme.

IMPLEMENTATION OF EMPS AND FAME SCHEMES IN CHHATTISGARH

Will the Minister of HEAVY INDUSTRIES be pleased to state:
(a) the details of Electric Mobility Promotion Scheme and the manner in which the Centre is
providing assistance to the State;
(b) the scheme for faster adoption and manufacturing of (hybrid) and electric vehicles;
(c) the number of applications received by the Government from the residents of Chhattisgarh
under these schemes during the last three financial years, the details of the number of
applications and total subsidy released;
(d) the current reimbursement status of these subsidy applications, the time limit for clearing
these applications which are pending; and
(e) the amount allocated by the Government to the State Government for vehicle subsidy, the
details of pendency and the reasons for delay in payment of pending amount?

(a), (b) & (e): The Electric Mobility Promotion Scheme (EMPS) 2024, notified on 13th March,
2024, was implemented for a period of six months from 1st April, 2024 till 30th September, 2024
for faster adoption of e-2W & e-3W and development of their manufacturing eco system, with
an outlay of Rs.778 crore.
The scheme for faster adoption and manufacturing of (hybrid) and electric vehicles phase
II (FAME-II) was implemented from 1st April, 2019 to 31st March, 2024, with an outlay of
Rs.11,500 crore. FAME-II scheme provided demand incentives for e-2W, e-3W & e-4W as well
as grant for e-buses and setting up of electric vehicle (EV) public charging stations.
Under these two schemes, subsidy is provided to buyers of EVs in the form of an upfront
reduction in the purchase price of EVs, which is later reimbursed to the Original Equipment
Manufacturers (OEMs) by the Ministry of Heavy Industries (MHI). Under FAME-II Scheme &
EMPS 2024, there is no provision for state wise allocation of subsidy.-2
(c) & (d): There is no provision for buyers of EVs to make an application for claiming
subsidy under FAME-II and EMPS 2024. Under these two schemes, the subsidy is provided to
buyers of EVs in the form of an upfront reduction in the purchase price of EV. Therefore, the
question of any pending application for subsidy under FAME-II or EMPS 2024 from EV buyers,
including those in Chhattisgarh, does not arise. The details of EVs sold in the state of
Chhattisgarh under the FAME-II Scheme and EMPS 2024 are tabulated below:
