SHRI BALYA MAMA SURESH GOPINATH MHATRE: Will the Minister of Women and Child Development be pleased to state: (a) the number of Children benefitted under Mission Vatsalya in Bhiwandi city till date; (b) the details of the Non-Government Organisation (NGOs) working at the local level for implementation of the said Mission; (c) the fund allocated to the said city under the said Mission in the financial year 2023- 24 along with the expenditure incurred therefrom; (d) whether any irregularities have been found in the disbursement and utilization of the said funds, if so, the details thereof; (e) the details of the monitoring mechanism in place for the said mission; and (f) whether Child Welfare Committees are actively functioning at the district level, if so, the details thereof and if not, the reasons therefor? ANSWER MINISTER OF STATE IN THE MINISTRY OF WOMEN AND CHILD DEVELOPMENT (SHRIMATI SAVITRI THAKUR) (a) : Number of children supported under Mission Vatsalya scheme for the State of Maharashtra under Institutional and Non-Institutional Care services is as follows : Children supported under Children supported under Institutional Care Non-Institutional Care (Sponsorship/Foster Care/ After Care) 3667 32520 (as on 31.03.2025) City-wise number of children is not maintained centrally. (b) to (d) : Ministry of Women and Child Development is implementing a Centrally Sponsored Scheme namely ‘Mission Vatsalya’ through the State/ UT Governments on pre-defined cost sharing basis between the Centre and the State Governments to deliver services for children in difficult circumstances. The implementation of scheme lies withStates/UT through the agencies and Non-Governmental Organisations at State level. As regards the irregularities in disbursement and utilization of funds, no information has been received in the Ministry. (e) & (f) : Mission Vatsalya Scheme guidelines envisage monitoring mechanism at the State and District level. The agencies responsible for monitoring and implementation of the Scheme include the State Child Protection Society, State Adoption Resource Agency, State Child Welfare and Protection Committee at State level and District Child Protection Unit, District Child Welfare and Protection Committee and Child Welfare Committee at the District level. District Magistrates have been empowered as the nodal authority at the district level for the welfare of children in need of care and protection. Further, the National Commission for Protection of Child Rights (NCPCR) at national level and State Commission for Protection of Child Rights (SCPCR) at State level respectively monitor the implementation of the Juvenile Justice (Care and Protection of Children) Act, 2015 (Section 109). Child Welfare Committee (CWC) envisaged for every district is empowered to take decisions with regard to the Children in Need of Care and Protection (CNCP), keeping the best interest of the child in mind. They are also mandated to monitor the functioning of the Child Care Institutions (CCIs) (Sections 27-30 of JJ Act). Total 783 CWCs are functioning in States/UTs, as on 31.03.2025. *****
