IMPLEMENTATION OF MODERN TRAINING PROGRAMMES IN KANPUR

Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to
state:
(a) whether the Government has entered into an agreement with Bajaj Auto to provide training
to youth in the field of advanced automobile manufacturing;
(b) if so, whether the benefits of the said scheme are also being extended to the youth of
Kanpur, an industrial city in Uttar Pradesh;
(c) whether there is any plan to introduce such modern training programmes at the Indo-
French Centre of Excellence (Aeronautics) or other skill training institutes located in Kanpur and
if so, the details thereof; and
(d) whether the Government proposes to expand such industry-based skill training
programmes in order to provide employment opportunities to the youth of Kanpur and its
surrounding industrial areas and if so, the details thereof?

(a). The Directorate General of Training (DGT), under the Ministry of Skill Development &
Entrepreneurship (MSDE), signed a Flexi-MoU with Bajaj Auto Limited on 06 March 2026 to
deliver industry-aligned training at its manufacturing facilities, providing trainees with hands-on
experience and exposure to industry technologies.
Under this arrangement, training will be imparted in the trades of 1. Assembly Technician
(Automotive), 2. Automotive Manufacturing Technician, 3. Automotive Paint Technician, 4.
Technician–Plant Maintenance, and 5. Industrial Fitter at the company’s facilities in Pune (Akurdi
and Chakan) and Waluj in Maharashtra, and Pantnagar in Uttarakhand.
(b) The scheme provides Industrial Training Partners (ITPs) the flexibility to create tailored
skilling programmes with customized, market-relevant courses that meet their requirements.
Under the Flexi- MoU Scheme, the candidate from across the country including Kanpur in Uttar
Pradesh, fulfilling the eligibility criteria for training programmes can undergo training at ITP in an
industry environment aligned with market demand and the latest technologies.
(c). A Letter of Intent (LoI) has been signed on 15th February, 2026 between the Government
of India and the Government of the French Republic for establishment of a National Centre of
Excellence (NCoE) for Skilling in Aeronautics and Defence Sector at National Skill Training
Institute (NSTI), Kanpur under the Pradhan Mantri Skilling and Employability Transformation
through Upgraded ITIs (PM-SETU) scheme for promoting and strengthening bilateral cooperation
between India and France in the field of skill development and vocational education and training
in the aeronautics, space and allied domains.In addition, Ministry of Skill Development and Entrepreneurship (MSDE) is implementing its
flagship scheme, Pradhan Mantri Kaushal Vikas Yojana, since 2015 for imparting skill
development training through Short-Term Training (STT) and up-skilling and re-skilling through
Recognition of Prior Learning (RPL) to youth across the country including Kanpur. The objective
of the scheme is to enhance the employability of youth by equipping them with industry-relevant
skills.
(d). Yes, Sir. The Ministry of Skill Development & Entrepreneurship is continuously expanding
industry-based skill training programmes to enhance employment opportunities for youth of the
country, including Kanpur district and its surrounding industrial area. The following initiatives have
been taken in this regard:
i. The Government has taken various steps to strengthen industry linkage and placement
outcomes under PMKVY 4.0. The courses under PMKVY are designed by industry-led
bodies addressing the requirement of emerging sectors. Training has been imparted in
future ready job-roles addressing the requirement of Industry 4.0, emerging sectors like
Drone, Artificial Intelligence (AI), Robotics, Mechatronics, etc. District Skill Development
Plans (DSDPs) are prepared by District Skill Committees (DSCs) to analyze skill gaps and
map industry demand at the district level, ensuring that PMKVY training courses are
aligned with local employment needs.
ii. To enable the opportunities for employment, Skill India Digital Hub (SIDH) platform has
been launched as a one-stop platform that integrates skilling, education, employment, and
entrepreneurship ecosystems to provide a lifelong array of services targeting a wide range
of stakeholders. The details of the trained candidates are available on SIDH portal for
connecting with potential employers.
iii. The Flexi-MoU Scheme was designed in year 2014 to meet the needs of both industry and
trainees by allowing enterprises to deliver training as per their specific skill requirements,
aligned with market demand and the latest technologies. It provides flexibility to industries
to design customized, market-relevant courses, select trainees, conduct assessments, and
absorb industry-ready candidates into their workforce.
iv. Directorate General of Training (DGT) implements the Dual System of Training (DST)
Scheme, enabling industries to partner with Government and Private ITIs to deliver high-
employability courses. DST integrates theoretical training at ITIs with practical training in
industry, ensuring hands-on experience with modern technologies.
v. A mandatory 150 hours of On-the-Job Training (OJT)/group projects has been
incorporated into the curricula of Industrial Training Institutes (ITIs) under the Craftsmen
Training Scheme to provide trainees with an industry-oriented training environment and
familiarize them with the latest technologies and practices.
