Will the Minister of EDUCATION be pleased to state:
(a) the details of progress made in the implementation of the National Education Policy
(NEP) 2020 particularly in foundational literacy, numeracy and multidisciplinary education
and quality teaching system in the country, State/UT-wise;
(b) the details of steps taken by the Government to expand access to quality education
through PM SHRI Schools, Eklavya Model Residential Schools (EMRS) and integration of
vocational education in tribal and aspirational regions in the country, along with the details of
such institutions established, operational, upgraded, development additional facilities and
beneficiaries covered in the country, State/UT-wise;
(c) the details of the status of digital education platforms such as DIKSHA, SWAYAM and
other digital tools in improving learning outcomes in the country, State/UT-wise along with
the details of progress made in this regard in the country, State/UT-wise including Rajasthan
particularly in Chittorgarh, Pratapgarh and Udaipur district;
(d) the details of financial assistance released by the Government for implementation of NEP
2020, State/UT-wise; and
(e) whether the Central Government proposes to engage with State Governments, particularly
Karnataka to ensure uniform implementation of NEP, 2020 benchmarks and if so, the details
thereof alongwith the details of initiatives for improving Gross Enrolment Ratio (GER)?

NATIONAL EDUCATION POLICY (NEP), 2020”
(a): After announcement of National Education Policy 2020 (NEP 2020), a number of
transformative changes have taken place in school education for its implementation. Several
initiatives have been taken and the centrally sponsored schemes namely, Samagra Shiksha,
PM Schools for Rising India (PM SHRI), Pradhan Mantri Poshan Shakti Nirman (PM
POSHAN) and Understanding Lifelong Learning for All in Society (ULLAS) have been
aligned with the objectives and vision of NEP 2020.
NEP 2020 gives the highest priority to achieving universal Foundational Literacy and
Numeracy (FLN) for all children by Grade 2 and accordingly, the Department launched
National Initiative for Proficiency in Reading with Understanding and Numeracy (NIPUN
Bharat Mission) under the aegis of the NEP and aligned with centrally sponsored scheme of
Samagra Shiksha for early learning across States and Union Territories.
Implemented across the country, a range of interventions have been undertaken under
the Mission. These include nationwide implementation of Vidya Pravesh, a three-month
school-readiness module for all Grade 1 students; large-scale teacher and school head training
through NISHTHA (National Initiative for School Heads' and Teachers' Holistic
Advancement)-FLN focusing on activity-based and child-centric pedagogy; provision of
play-based and digital learning resources such as DIKSHA (Digital Infrastructure for
Knowledge Sharing)- FLN content, Jaadui Pitara- a collection of Learning Teaching Material
(LTM) & e-Jaadui Pitara for children in the 3–8 age group, Primers developed in 121 Local
Languages for foundational literacy and numeracy in mother tongue and teaching learning
material for students.
Further, guidelines on co-location of Anganwadi Centres with primary schools,
released on 3rd September 2025, ensure convergence between school education and
Anganwadis, supporting smoother transition from pre-school to Grade 1.
NEP 2020 stresses upon providing multidisciplinary and a holistic education across
the sciences, social sciences, arts, humanities, and sports for a multidisciplinary world in
order to ensure the unity and integrity of all knowledge.
NEP 2020 provides for 50 hours of Continuous Professional Development (CPD) for
teachers with focus on pedagogy, digital literacy and subject specific expertise. NCTE has
developed a guiding document- National Professional Standards for Teachers (NPST) -which
defines the work of teachers and makes explicit elements of high-quality, effective teaching
in 21st century schools that will improve educational outcomes for students. Also, National
Mission for Mentoring (NMM) was launched for creation of a large pool of outstanding
professionals willing to provide mentoring to school teachers.
(b): Pradhan Mantri Schools for Rising India (PM SHRI) schools are being set up as NEP
2020 exemplar schools and are expected to become the template for other schools. As of
now, a total of 13,092 PM SHRI schools have been selected from 33 States/UTs, based on
prescribed minimum benchmark through UDISE+ data. The scheme aims to saturate theselected schools with 21 NEP components such as computer lab/ICT lab/smart classrooms,
library with good furniture, internet facility, vocational skill education, guidance and career
counselling, fully equipped integrated science lab/physics lab/chemistry lab/biology lab,
playground with well-equipped sports facilities, school innovation council, youth and eco
club for mission life, Building as Learning Aid (BaLa) features and jaadui pitara for primary
school children, 10 bagless days for students, child tracking software for tracking the children
attendance, fully functioning handwashing facility and toilets, green school features etc. The
State/UT wise details of 13,092 PM SHRI schools are at Annexure -I.
As informed by the Ministry of Tribal Affairs, 728 Eklavya Model Residential
schools have been approved to be set up across the country. Most of these schools are in far
flung areas, hilly areas and North East Region also. The details of EMRSs is at Annexure-II.
Under Skill Education component of Samagra Shiksha Scheme, financial assistance is
provided to the States and UTs for giving skill exposure to students of Grades VI to VIII and
introduction of National Skills Qualifications Framework (NSQF) aligned skill courses from
Grades IX to XII. The scheme is implemented across all States and UTs, including tribal and
aspirational regions, based on the proposals received from the respective State/UT
Governments and approved under the Project Approval Board (PAB). Till 2025-26, 31,477
schools have been approved under the scheme and 39,49,875 students have been enrolled in
different skill courses.
The Ministry of Skill Development & Entrepreneurship has implemented a project to
strengthen vocational education infrastructure and promote skill-based learning among
students by establishing 1,200 Vocational Skill Labs. These labs are set up across 600 schools
comprising 400 Jawahar Navodaya Vidyalayas (JNVs) and 200 Eklavya Model Residential
Schools (EMRSs). Each of the selected schools is equipped with two dedicated skill labs.
(c): Digital Infrastructure for Knowledge Sharing (DIKSHA) is the one nation, one digital
education infrastructure. All states/UTs have been onboarded in DIKSHA. This digital
infrastructure is artificial intelligence based and is highly scalable. This infrastructure is also
being utilized for creating Energized Textbooks (ETBs) and presently 7754 ETBs are
published and a total of 3.67 lakh e-contents are available on DIKSHA.
Study Webs of Active Learning for Young Aspiring Minds (SWAYAM) hosts
content curated by premier institutions and is available free of cost with the approach of
“Anyone, Anywhere, Anytime” Learning. There have been more than 20,000 deliveries of
courses on the platform, with cumulative enrolments exceeding 6 crores since its inception.
The State/UT-wise distribution of SWAYAM Enrolments is at Annexure-III.
Under the PM eVIDYA initiative, the existing 12 DTH Channels of SWAYAM
PRABHA for School Education have been expanded to 200 PM eVIDYA DTH TV channels
to provide curriculum-based educational content, particularly for learners who do not have
access to internet connectivity. A total of 1,12,822 video contents, equivalent to 32,763 hours
of telecast has been produced by States/UTs and Autonomous Bodies in 45 languages,
thereby facilitating equitable and inclusive access to quality education.Vidya Samiksha Kendra (VSK) is an integrated and shared ‘seeing’ for data-based
decision making. So far, VSK has been established in 35 States and UTs and centrally at the
NCERT, CBSE and NIOS.
ICT and Digital Initiatives component of Samagra Shiksha covers Government
Schools having classes VI to XII. Under this component financial assistance is provided for
establishing ICT Labs and Smart Classrooms in schools. The non- recurring/ recurring grant
under ‘ICT and Digital Initiatives’ is available to the States and UTs as per norms of the
scheme. The State/UT wise details of ICT labs and Smart Classrooms functional since
inception is at Annexure-IV.
As informed by the State of Rajasthan, the Government schools in the districts of
Chittorgarh, Udaipur and Pratapgarh utilize DIKSHA resources aligned with the Rajasthan
State curriculum. Teachers participate in online professional development programmes
through the DIKSHA LMS Portal, including NISHTHA and other departmental training
programmes. Students access QR-coded textbook resources, digital learning materials,
student courses, assessments, and self-learning modules available on DIKSHA. Also,
curriculum-based educational content is disseminated through the five PM eVIDYA DTH TV
Channels dedicated to Rajasthan. ICT Laboratories and Smart Classrooms have been
established in several Government secondary and senior secondary schools.
Since inception 119, 239 and 94 ICT labs have been approved for the districts of
Chittorgarh, Udaipur and Pratapgarh respectively and 453, 772 and 282 Smart classrooms
have been approved in the districts of Chittorgarh, Udaipur and Pratapgarh respectively.
(d): The Department of School Education & Literacy, Ministry of Education has aligned
existing schemes such as Samagra Shiksha, PM SHRI, Pradhan Mantri Poshan Shakti Nirman
(PM POSHAN), Understanding Lifelong Learning for All in Society (ULLAS) etc. with the
recommendation of NEP 2020 and budgetary allocations to the States/UTs are made under
these schemes to incorporate the recommendations of NEP 2020.
The State/UT wise details of fund released under the scheme of Samagra Shiksha, PM
SHRI, PM POSHAN and ULLAS during FY 2025-26 is at Annexure-V.
(e): To create awareness and discuss innovative ideas for NEP implementation, a series of
workshops / consultation-cum-review meetings have been held with States/UTs, Educational
Institutions, other stakeholders from time to time. Implementation of NEP 2020 was
discussed in National Education Ministers' Conference held in June 2022; National
Conference of Chief Secretaries held in June 2022, December 2023 and December 2025; 7th
and 9th Governing Council Meeting of NITI Aayog held in August 2022 and July 2024
respectively; Akhil Bharatiya Shiksha Samagam 2022, 2023, 2024 and 2025. There has been
wide publicity with a positive and encouraging response from stakeholders on NEP 2020.
Further, Implementation of National Education Policy (NEP) 2020 is a continuous
process and Centre and State work collaboratively to ensure comprehensive and progressive
enhancement of overall quality and growth within the education sector.
The Government implements multipronged strategy to enhance the Gross Enrolment
Ratio (GER). Under Samagra Shiksha, financial assistance is provided to States and UTs,
including the State of Karnataka, for undertaking various activities for Universalization ofSchool Education including opening/strengthening of new schools upto senior secondary
level, construction of school buildings & additional classrooms, setting up, up-gradation and
running of Kasturba Gandhi Balika Vidyalayas, setting up of Netaji Subhash Chandra Bose
Avasiya Vidyalayas, construction of hostels for PVTGs under Pradhan Mantri Janjati Adivasi
Nyaya Maha Abhiyan (PM JANMAN), construction of hostels under Dharti Aaba Janjatiya
Gram Utkarsh Abhiyan (DA-JGUA) for unsaturated ST population, free uniforms to eligible
children and free text books at elementary level, transport allowance and undertaking
enrolment & retention drives, support for out of schools children to complete their education
through NIOS/SIOS.
Under the student-oriented component for the children with special needs, financial
assistance is provided for identification and assessment of children with special needs, aids
and appliances, braille kits and books, appropriate teaching learning material and stipend to
girl students with disability etc.
Also, under Pradhan Mantri Poshan Shakti Nirman (PM POSHAN) Scheme, one hot
cooked meal is provided to all children studying in Government and Government-aided
schools at elementary level, including Balvatika.
