Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to
state:
(a) whether the National Urban Livelihoods Mission (NULM) has been
successfully implemented to improve the livelihood opportunities of
urban poor and if so, the details thereof;
(b) the main objectives of the mission including its focus on skill
development, self-employment and market-based employment
opportunities for the urban poor;
(c) the initiatives taken under NULM for organizing urban poor into
grassroots level institutions including the involvement of street
vendors;
(d) the provision of shelter and essential services for the urban homeless
including the progress made in providing such facilities as of July
2025; and
(e) the steps being taken to ensure easy access to credit for self-
employment ventures under the mission along with the number of
people benefitting from these provisions?

(a)&(b): The Ministry of Housing and Urban Affairs, MoHUA implemented
National Urban Livelihoods Mission (NULM) in 2014 and it ended on
30th September, 2024. The mission aimed to reduce poverty and
vulnerability of the urban poor households by enabling them to
access gainful self-employment and skilled wage employment
opportunities, in order to improve their livelihoods on a sustainable
basis, through building strong grassroot level institutions of the
urban poor. The achievements made under the mission till
