Implementation of PM SHRI schools and infrastructure gaps in Punjab

Will the Minister of Education be pleased to state:
(a) whether it is a fact that there have been delays in infrastructure upgradation, digital facilities
and teacher capacity building in PM SHRI schools identified in Punjab under the Samagra
Shiksha framework;
(b) the number of PM SHRI schools approved and operationalised in Punjab vis-à-vis those where
civil works, smart classrooms and skill labs have been completed;
(c) whether any gaps have been reported in utilisation of central assistance or execution capacity
affecting timely implementation of PM SHRI schools in Punjab; and
(d) the corrective measures taken or proposed to ensure time-bound completion and full
functionality of PM SHRI schools in Punjab?

(a) & (b): Pradhan Mantri Schools for Rising India (PM SHRI) is a centrally sponsored
scheme which aims to strengthen more than 14,500 schools from amongst the existing schools
managed by Central Government/State/UT Government/local bodies. Till 28.03.2026, a total of
356 PM SHRI schools have been selected from the State of Punjab. Besides 39 and 23 schools of
KVS and NVS respectively located in the state of Punjab have also been approved. The details of
these PM SHRI schools may be accessed on the website of PM SHRI scheme at the link:
https://pmshri.education.gov.in/state.
As informed by the State of Punjab, all 356 approved PM SHRI schools are functional.
The works on infrastructure upgradation, digital facilities and teacher capacity building in PM
SHRI Schools identified in Punjab are progressing. The district-wise details of civil works, ICT
/Smart Classroom / Computer Lab and Skill labs approved and completed in PM SHRI schools
are attached as Annexure.(c) & (d): The details of funds allocated to the State of Punjab under the PM SHRI scheme
since its onboarding in FY 2024-25 is as follows:

Note- Outlay funds include Committed Liability.
As informed by the State of Punjab, the State is fully committed to ensuring the effective
utilization of Central assistance and the timely execution of all works.
Further, the following steps have been undertaken in the PM SHRI scheme to ensure time-
bound completion and full functionality of PM SHRI schools in Punjab:
i. Monitoring of expenditure through a separate PRABANDH Portal
(https://prabandh.education.gov.in/pmshri/ ) enabling monitoring of utilisation and
outcomes under various components approved by PAB.
ii. Conduct of regular monthly reviews with the State of Punjab to assess progress.
iii. A dedicated PM SHRI schools activities portal
(https://pmshri.education.gov.in/sqaf/activities) has been developed to capture real-time
data from schools, including student-level outcomes, infrastructure readiness, component-
wise saturation, and progress on key indicators.
iv. A School Quality Assessment Framework (SQAF) has been developed as per the
recommendations of National Education Policy (NEP), 2020, indicating the level of
proficiency to be achieved by each PM SHRI school. SQAF is divided into six main
domains, based on the six pillars of the PM SHRI scheme.
v. Field visits by officials of the department for on-ground monitoring of the PM SHRI
schools under the scheme.
vi. Further, as informed by the State of Punjab, several corrective measures have been
implemented, including strengthened coordination among officials at all administrative
levels, establishment of monitoring mechanisms at both district and State levels, and
deputation of Nodal Officers in all 23 districts. In addition, frequent site visits are being
undertaken by Junior Engineers (JEs) and district/State-level officials to inspect ongoing
civil works and other activities, along with regular review meetings with district-level
officials to assess the progress of activities approved under the PM SHRI Scheme.
