IMPLEMENTATION OF PM-WANI SCHEME IN ANDHRA PRADESH:

Will the Minister of COMMUNICATIONS be pleased to state:
(a) the details of number of Public Data Offices (PDOs) providing Wi-Fi connectivity under the
PM-WANI scheme, State and year-wise since inception including district-wise particularly for
Andhra Pradesh;
(b) the details of the number of PDO Aggregators (PDOAs) operating under the scheme, State
and year-wise including district-wise particularly for Andhra Pradesh;
(c) the details of the number of beneficiaries accessing Wi-Fi through these access points, State
and year-wise including district-wise particularly for Andhra Pradesh;
(d) whether the Government has assessed the average investment required to become a PDO and
the business models adopted with PDOAs;
(e) the details of number and value of coupons sold by PDOAs under the scheme, State and year-
wise including district-wise particularly for Andhra Pradesh; and
(f) the revenue generated and shared with PDOs by PDOAs under the scheme, State and year-
wise?

(d) The average investment required to become a Public Data Office and suggestive business
model under PM-WANI has been provided in public domain and can be accessed at
https://pmwani.gov.in/assets/landing-page/booklets/Booklet_PDO_English.pdf
(e) & (f) Under the PM-WANI framework, the Government's role is limited to policy
enablement, with no separate funding provided to States, Union Territories, Public Data Offices
(PDOs), or Public Data Office Aggregators (PDOAs) for participation in the ecosystem. Service
provision under PM-WANI is entirely market-driven, relying on local entrepreneurial initiative.
Public Wi-Fi hotspots are deployed by entities based solely on techno-commercial viability in
specific areas.
