(a): In 2021-22 the erstwhile scheme of Pradhan Mantri Adarsh Gram Yojana (PMAGY) has
been subsumed under the umbrella Scheme Pradhan Mantri Anusuchit Jaati Abhyuday Yojana
(PM-AJAY). The Adarsh Gram component of PMAJAY focuses on improving infrastructure and
basic services in SC-majority villages to ensure dignified living and enable residents to reach
their full potential. It specifically targets villages having more than 40% Scheduled Caste
population and a total population of 500 or more, aiming for their integrated developmentthrough convergence of various existing schemes from central and state governments. Adarsh
Gram component addresses ten key development domains: Drinking Water and Sanitation,
Education, Health and Nutrition, Livelihood and Skill Development, Social Security, Rural
Roads and Housing, Electricity and Clean Fuel, Agricultural Practices, Financial Inclusion, and
Digitization. To bridge any gaps not covered by other schemes, it provides gap-filling funds to
states. Progress under Adarsh Gram component is tracked through 50 monitorable indicators
across these domains to ensure accountability and measurable outcomes. The overarching vision
is to transform these villages into ‘Adarsh Grams’—model villages where basic needs are met,
disparities are minimized, and people have access to essential services. The scheme also
emphasizes strong convergence and coordination among various government departments and
agencies to maximize developmental impact.
