FRANCIS GEORGE: Will the Minister of COMMERCE AND INDUSTRY be pleased to state: वाणिज्य एवं उद्योग मंत्री (a) whether the Government has reviewed the implementation of Quality Control Orders (QCOs) and Omnibus Technical Regulations (OTRs) for capital goods and industrial inputs, if so, the details thereof; (b) the details of QCOs and OTRs notified during the last five years and the sectors affected thereby; (c) whether any consultation or assessment has been conducted regarding compliance costs faced by MSME manufacturers and if so, the findings thereof; (d) the steps taken to reform the functioning of the Bureau of Indian Standards and rationalise import monitoring mechanisms; and (e) whether the Government proposes to review or phase implementation of such regulations through inter-ministerial evaluation mechanisms, if so, the details thereof? ANSWER वाणिज्य एवं उद्योग मंत्रालय में राज्य मंत्री (श्री णिणिन प्रसाद) THE MINISTER OF STATE IN THE MINISTRY OF COMMERCE & INDUSTRY (SHRI JITIN PRASADA) (a): The Government has been periodically reviewing the implementation of Quality Control Orders (QCOs) and Omnibus Technical Regulations (OTRs) notified by various Ministries/Departments to ensure that the objectives of ensuring product quality, safety and reliability are achieved without causing undue disruption to industry or supply chains. (b): As on date, 142 Quality Control Orders covering 721 products have been notified by Ministries/ Departments of Government of India for the sectors under their domain under BIS Act, 2016. The sectors inter-alia include, Steel & Steel Products, Textiles, Chemicals and Petrochemicals, Metals and Alloys, Machinery, and Engineering goods etc. The details are placed at Annexure-A. (c): The Government engages with industry stakeholders, including MSME manufacturers and industry associations, from time to time to facilitate the effective implementation of Quality Control Orders (QCOs) and related certification requirements. Inputs received through such interactions are considered in the course of implementation and review.To support industry in meeting quality standards, several facilitative measures have been undertaken, including concessional BIS certification fees and simplified procedures for MSMEs, expansion of BIS-recognized testing laboratories and strengthening of testing infrastructure, provision of adequate transition periods prior to enforcement of QCOs, and continued stakeholder outreach to ensure smooth implementation. These efforts are aimed at promoting adherence to quality standards while enabling domestic industry, including MSMEs, to align with the applicable regulatory framework. (d): The Government has undertaken several measures to reform the functioning of the Bureau of Indian Standards (BIS) and to rationalise import monitoring mechanisms in order to strengthen the quality ecosystem, ensure availability of quality products to consumers and facilitate ease of doing business. The major steps taken inter alia include: regrouping of the seven product conformity assessment schemes into two types: with on-site assessment and without; digitisation of BIS processes through the e-BIS portal; increased validity of BIS product certification uniformly for both at initial grant and renewal, with annual payments; Strengthening of post-market surveillance mechanisms, including market sampling and testing of products etc. (e): The Government has put in place an inter-ministerial evaluation mechanism to review proposals for notification and implementation of Quality Control Orders (QCOs). An Inter-Ministerial Group (IMG) under the chairmanship of Additional Secretary, Department of Economic Affairs and comprising representatives of concerned Ministries/Departments, including the Department for Promotion of Industry and Internal Trade, Department of Consumer Affairs and the Bureau of Indian Standards, examines issues relating to the implementation of QCOs. ********ANNEXURE-A ANNEXURE REFERRED TO IN REPLY TO PART (b) OF THE LOK SABHA UNSTARRED QUESTION NO. 2895 FOR ANSWER ON 10.03.2026.
