5267. Shri Aashtikar Patil Nagesh Bapurao:
Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) whether the Government is aware that several villages in Hingoli district of Maharashtra are facing delays in the implementation of major rural development schemes including the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), Pradhan Mantri Awaas Yojana-Gramin (PMAY-G) and the Pradhan Mantri Gram Sadak Yojana (PMGSY);
(b) the total funds allocated and released for these schemes in Hingoli district during the last three years, year-wise;
(c) whether the Government has received complaints regarding delayed wage payments under MGNREGS and incomplete housing projects under PMAY-G in the district; and
(d) the corrective measures proposed to ensure timely execution, transparency and effective monitoring of rural development works in Hingoli Lok Sabha Constituency? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN)
(a) & (b): Ministry of Rural Development (MoRD) is implementing a number of welfare schemes/programmes such as Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), Pradhan Mantri Awaas Yojana-Gramin (PMAY-G), Pradhan Mantri Gram Sadak Yojana (PMGSY), Deendayal Antyodaya Yojana - National Rural Livelihoods Mission (DAY-NRLM), Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDUGKY), Rural Self Employment Training Institutes(RSETIs), National Social Assistance Programme (NSAP) and Watershed Development Component (WDC) of the Pradhan Mantri Krishi Sinchayee Yojana (WDC-PMKSY) for overall development of rural areas of the country, including in the Hingoli district of Maharashtra.
Page 1 of 3Funds under these schemes are allocated by the Ministry to the States/UTs which in turn release to the concerned districts. Hence, this Ministry does not allocate funds directly to the districts.
(c): With regard to delays of wages, it is stated that under MGNREGS, fund release is a continuous process, the wage payments are directly credited by the Central Government to the accounts of the beneficiaries through the Direct Benefit Transfer protocol.
Sanctions for wage payments are issued daily by the Ministry through the Public Finance Management System (PFMS) based on fund transfer orders received from the States/UTs after following due procedures. At the beginning of each financial year, admissible pending liabilities of the previous years, if any, are duly reimbursed by the Government of India. Accordingly, all due and admissible pending wage liabilities upto FY 2024-25 have already been cleared (except in case of State West Bengal).
It is also stated that no direct release of fund from Central Government to districts are done under MGNREGs. In the financial year 2025-26 (as on 20.03.2026), 95.94 % Fund Transfer Orders (FTOs) are generated within 15 days from the closure of muster rolls in Hingoli district of Maharashtra under Mahatma Gandhi NREGS.
As per the provisions mentioned in Schedule-II of the Mahatma Gandhi National Rural Employment Guarantee Act, 2005 (Mahatma Gandhi NREGA), wage seekers shall be entitled to receive payment of compensation for the delay, at the rate of 0.05% of the unpaid wages per day of delay beyond the sixteenth day of closure of muster roll. Delay compensation rules are notified by the State Government concerned. The amount due for compensation is duly verified and approved, and then paid by the State Government.
Under PMAY-G, the house is constructed by the beneficiary himself/herself or under his/her supervision. In addition, the State Government has fixed target of 98,114 houses in Hingoli district against which houses have been sanctioned to 95,976 beneficiaries, 1st installment of assistance released for 83,423 beneficiaries, 2nd insallment to 45,135 beneficiaries and 20,698 houses are already completed, as on 19.03.2026. No such complaint of incomplete housing projects under the PMAY-G in Hingoli district, has been received in the Ministry.
(d): In order to ensure effective implementation of the schemes/programmes in rural areas of the country, MoRD has evolved Page 2 of 3a comprehensive multi-level and multi- format system of monitoring and evaluation of the implementation of rural development schemes, including Performance Review Committee Meetings, District Development Coordination and Monitoring Committee (“DISHA”) meetings, National Level Monitors (NLMs), Area Officers Schemes, Common Review Mission, Concurrent Evaluation and Impact Assessment Studies. State specific reviews of States/UTs are also undertaken from time to time and action is taken on the basis of their findings. The schemes have been brought upon end-to-end transaction-based MIS, which enables all the stakeholders to monitor status of schemes in a real time basis. The works are photographed with geo tags and time stamps. All the data of RD schemes are available on public domain. Social Audits are also conducted for some schemes like Mahatma Gandhi NREGS and PMAY-G.
Ombudsman are also appointed for attending to any grievances regarding MGNREGA works. In addition to this, grievance redressal is being given due attention in all schemes of the Rural Development.
Regular coordination with the State Govt. for preparation of the fund release proposals and documentation is made and timely advice is tendered to them in this regard. In cases of delay, the matter is escalated to higher levels for seeking release of funds.
