IMPLEMENTATION OF RURAL DEVELOPMENT SCHEMES

Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) whether the Government has reviewed the implementation of
major rural development schemes in Maharashtra like Mahatma
Gandhi National Rural Employment Guarantee Scheme
(MGNREGS), Pradhan Mantri Awas Yojana-Gramin (PMAY-G) and
Deendayal Antyodaya Yojana-National Rural Livelihoods Mission
(DAY-NRLM) during the last three years, if so, the details thereof;
(b) the details and total number of houses sanctioned, completed
and employment generated under PMAY-G, Self-Help Groups
promoted under DAY-NRLM and financial assistance released in
this regard to Maharashtra during the last three years;
(c) whether the Government has identified districts requiring
additional support for rural housing, livelihoods, skill
development and employment opportunities to promote
balanced regional development, if so, the details thereof; and
(d) the steps taken or proposed to be taken by the Government, in
coordination with the Government of Maharashtra, to
strengthen rural infrastructure, expand livelihood opportunities,
empower Self-Help Groups and improve the quality of life of rural
households in the State of Maharashtra, district-wise?

DEVELOPMENT SCHEMES”
(a): With a view to ensure effective implementation of the
programmes/schemes and achievement of desired objectives, the
schemes/programmes such as, Mahatma Gandhi National Rural
Employment Guarantee Scheme (MGNREGS), Pradhan Mantri Awas
Yojana-Gramin (PMAY-G) and DeendayalAntyodaya Yojana-National
Rural Livelihoods Mission (DAY-NRLM) are reviewed from time to time
and necessary corrective actions are taken based on the findings. In
this direction, Ministry of Rural Development (MoRD) has evolved a
comprehensive multi- level and multi format system of review and
monitoring of the implementation of rural development
schemes. Major review mechanisms include Performance Review
Committee Meetings, National Level Monitors (NLMs), Area Officers
Schemes, Common Review Mission, Mid-Term Review Programme,
Review meetings and Concurrent Evaluation and Impact Assessment
Studies.
During the Rashtriya Gramin Vikas Sammelan organized by the
Department of Rural Development on 28th and 29thJune, 2026,
implementation of major rural development schemes were
comprehensively reviewed, including for the State of Maharashtra, in
the presence of senior officers and Minsters in charge of Rural
Development of States/UTs.
In addition, specific reviews of States/UTs are also undertaken
from time to time and action is taken on the basis of their
findings.Further, end-to-end digital solutions have also been
operationalized under the programmes to ensure ease of
implementation, better targeting, effective delivery and improved
transparency besides enabling concurrent monitoring /assessment of
progress and effectiveness by the stakeholders concerned on real
time basis.
(b): Details of houses sanctioned and completed, person days
generated, Self Help Groups (SHGs) formed/promoted and financial
assistance released under these programmes during the last three
years (FY2023-24 to FY2025-26) in the State of Maharashtra is given
below:

(c) & (d): All schemes/programmes including VB-G RAM G, PMAY-G,
DAY-NRLM are implemented with the active cooperation of the
States/UTs and in accordance with defined schematic guidelines. As
per implementation framework of the programmes, respective State
Governments including Government of Maharashtra are responsible
for identification of beneficiaries, conceiving of project proposals for
infrastructure including roads and sustainable assets, generation of
demand for employment etc. including prioritizing the areas/districts,
keeping in view the actual requirement of interventions for
addressing the rural poverty and improving the quality of life of rural
population. Under these programmes, the Government has adopted a
multi-dimensional course of action towards improving infrastructural
facilities and ensuring equitable dispersal of resources to remove
regional disparities through employment generation, imparting of
skills, encouraging entrepreneurial activity and providing easy
access to financial assistance & credit facilities etc. These measures
are collectively contributing towards strengthening rural
infrastructure, expanding livelihood opportunities, empowering SHGs
and improving the overall quality of life of rural households in the
State of Maharashtra.
