IMPLEMENTATION OF SARVA SHIKSHA ABHIYAN IN TONK-SAWAI

Will the Minister of EDUCATION be pleased to state:
(a) the amount sanctioned and spent for strengthening the infrastructure (classrooms, toilets,
drinking water, electricity, ramps, etc.) of primary and upper primary schools under the Sarva
Shiksha Abhiyan in the Tonk-Sawai Madhopur, Lok Sabha Parliamentary Constituency of
Rajasthan during the last five years, district-wise;
(b) the number of new schools sanctioned, opened and upgraded in the said constituency during
the said period, block-wise details; and
(c) the details of drop-out rate, especially among girls and socially disadvantaged groups,
during the last five years along with the concrete steps taken by the Government to reduce the
same?

(a): Education is in the concurrent list of the Constitution and majority of the schools are
under the domain of respective State and UT Governments. The Centrally Sponsored Scheme
of Samagra Shiksha is implemented in partnership with all the States and UTs. Accordingly,
the annual plans under Samagra Shiksha are prepared by the States and UTs based on their
requirements and priority and this is reflected in their respective Annual Work Plan and Budget
(AWP&B). These plans are then appraised and approved by Project Approval Board (PAB) in
consultation with the States and UTs as per the programmatic and financial norms of the scheme
and the guidelines issued by the Ministry of Finance from time to time. Funds are allocated to
the State/UTs for implementation of various interventions as per the approved AWP&B of the
States/UTs. The expenditure of funds lies within the purview of the State/UT governments
based on their requirement as per their priority.
Further, under Samagra Shiksha, the Central Government releases funds to States/UTs
in four installments and intervention-wise releases are not made. The State further releases the
funds to district, block and government schools based on the approvals for implementation of
the interventions provided under the scheme.The details of central allocation and central share released under Samagra Shiksha for
the State of Rajasthan (including Tonk-Sawai Madhopur, Lok Sabha Parliamentary
Constituency) during the last five financial years is given below:

(c): One of the focus areas of the Samagra Shiksha scheme is to reduce the dropout rate and
the number of Out of School Children (OoSC). This Department has developed an online
module for compiling the data of Out of School Children (OoSC) identified by each State/UT
and their mapping with Special Training Centres (STC) on the PRABANDH Portal. The
concerned State/UT validates the child wise information of the identified OoSC and STC
uploaded by the concerned Block Resource Centre of the State for monitoring the progress of
mainstreaming of OoSC.
The scheme includes the provision of opening and strengthening of new schools up to
senior secondary level; construction of school buildings and additional classrooms; setting up,
up-gradation and running of Kasturba Gandhi Balika Vidyalayas; setting up of Netaji Subhash
Chandra Bose Avasiya Vidyalayas; Hostels under PM-JANMAN and DAJGUA for PVTGs /
ST children, free uniforms, free text books, transport allowance and undertaking enrolment &
retention drives. In addition, support is provided through special training for age-appropriate
admission of Out of School Children and for the training of residential as well as non-residential
older children. The provision of seasonal hostels or residential camps, special training centers
at worksites, transport/ escort facility are also available for bringing Out of School Children to
the formal schooling structure. Bridge Course Modules have been developed by National
Council of Educational Research and Training (NCERT) for bridging the learning gaps of
Out of School Children studying in Special Training Centers (STC) under the provision of RTE
Act, 2009.
Further, under the student-oriented component for the children with special needs
of the scheme, financial assistance is provided for identification and assessment of children
with special needs, aids and appliances, braille kits and books, appropriate teaching learning
material and stipend to girl students with disability etc.As per details provided by the State of Rajasthan the details of drop-out rate (including
girls and socially disadvantaged groups) in Tonk-Sawai Madhopur, Lok Sabha Parliamentary
Constituency during the last five years is detailed below:
