Parliament Question: Implementation of SBM-U in Andhra Pradesh

SHRI APPALANAIDU KALISETTI: SHRI G LAKSHMINARAYANA: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the total funds allocated, released and utilised under the Swachh Bharat Mission-Urban (SBM-U) in Andhra Pradesh, since 2014-15, year and district- wise; (b) the number of Individual Household Latrines (IHHLs), Community Toilets and Public Toilets constructed thereunder in the State, district-wise along with the targets set and achievements made; (c) the number of Urban Local Bodies (ULBs) in Andhra Pradesh that have achieved ODF, ODF+ and ODF++ status respectively along with the number of ULBs still pending certification; (d) the status of Solid Waste Management infrastructure in the State, including the number of functional Material Recovery Facilities, Waste Processing Plants and the extent of Door-to-Door Waste Collection coverage, ULB-wise; (e) whether ULBs in Andhra Pradesh have shown a decline in cleanliness rankings or ODF sustainability indicators in recent Swachh Survekshan rankings or citizen feedback assessments and if so, the details thereof; and (f) the steps taken by the Government to support underperforming ULBs in Andhra Pradesh to improve urban sanitation outcomes under Swachh Bharat Mission 2.0? ANSWER THE MINISTER OF HOUSING AND URBAN AFFAIRS (SHRI MANOHAR LAL) (a) to (f): A statement is laid on the Table of the House.STATEMENT REFERRED TO IN REPLY TO LOK SABHA STARRED QUESTION NO. 175 FOR 31.07.2025 REGARDING “IMPLEMENTATION OF SBM-U IN ANDHRA PRADESH” (a) : Swachh Bharat Mission- Urban is uniformly implemented in all the urban areas of the country including State of Andhra Pradesh. Under SBM-U, funds are released by Government of India to the States/UTs on the basis of action plan prepared by Urban Local Bodies (ULBs) and duly approved by State Level Technical Committee (SLTC). District-wise details of financial assistance provided is not maintained. Year-wise details of financial assistance provided to State of Andhra Pradesh under SBM-U is annexed. Out of mission allocation of ₹571.33 crores for the State of Andhra Pradesh under SBM-U Phase-I, central share funds amounting to ₹567.36 (99.31%) crores has been released. Out of the allocated funds of ₹1413.30 crores to the State of Andhra Pradesh under SBM-U 2.0, action plans having central share of ₹1409.67 (99.74%) crores have been approved and ₹298.69 crores have already been claimed by the State of Andhra Pradesh. (b) : 2.43 lakh Individual Household Latrines (IHHLs) have been constructed in the State against mission target of 1.93 lakh IHHLs. Also, 1799 Community Toilets/Public Toilets (CT/PTs) blocks having 17,799 seats including urinals have been constructed against the mission target of 21,464 CT/PTs seats during SBM 2014-2019. Under SBM-U 2.0, the action plans received from the State for taking up sanitation infrastructure was examined and approved for construction of 72,892 units of IHHLs, 836 seats of Public Toilets, 780 seats of Aspirational Toilets and 808 standalone urinals. (c) : All 124 ULBs in the State of Andhra Pradesh have been certified as Open Defecation Free (ODF), 119 ULBs have been certified ODF+ and 18 ULBs have been certified as ODF++. As of now, no ULB in State of Andhra Pradesh is pending certification. (d) : Under City Solid Waste Action Plan (CSWAP) received from State, projects approved for remediation of 85.43 lakh ton of legacy waste, wasteto composting plants of 3064 tonnes per day (TPD), bio-methanation plants of 165 TPD, Sanitary Landfill (SLF) of 1685 TPD, Construction & Demolition (C&D) waste processing plants of 650 TPD alongwith 107 Mechanical Road sweepers with total central share of ₹458.10 crores. As reported, processing of municipal solid waste is 85.47% i.e. out of total 6,210 ton per day (TPD) of waste generated, 5,308 TPD waste is processed. (e) & (f) : To accelerate the Mission implementation across all urban areas, MoHUA has been conducting an annual cleanliness survey – Swachh Survekshan since the year 2016, which has over the years played a key role in triggering positive competition amongst cities towards achieving the objectives of the Mission. This annual survey ranks cities on various cleanliness parameters, conducted through a significantly rigorous process, has enthused cities and States/UTs to compete positively with each other to be ranked as the cleanest city/ State. In the Swachh Survekshan 2024, a new premier league i.e. Super Swachh League (SSL) has been introduced comprising of cities that are in the top 3 positions even once in the past three years as per Swachh Survekshan. Accordingly, 23 cities have found a place in the premier SSL which includes 3 cities of Andhra Pradesh namely Vijayawada, Guntur & Tirupati. All cities are ranked in 5 categories of population i.e. (i) million plus cities (>10L population); (ii) big cities (3L-10L population); (iii) medium cities (50000-3L population); (iii) small cities (20000-50000 population); (iii) very small cities (<20000 population). The performance of cities of Andhra Pradesh can be viewed as per their population category at https://ss2024.sbmurban.org/#/home. The results of Swachh Survekshan are shared with all the States/UTs to analyse the performance of their cities and improve upon the areas of concern. Citizen feedback under the Survekshan also guides the states/UTs to adopt appropriate strategy/solutions for improvement.
