IMPLEMENTATION OF SCHEMES IN KARNATAKA
1064. Dr. K SUDHAKAR:
Will the Minister of JAL SHAKTI be pleased to state:
(a) whether there is any monitoring mechanism in place to track fund flow and bill clearance under
centrally sponsored and central sector schemes of the Ministry, if so, the details thereof and if not, the
reasons therefor;
(b) whether any advisory or directive has been issued to the State Governments to clear pending dues to
vendors and contractors for smooth execution of various schemes under the Ministry within a fixed
timeframe and if so, the details thereof;
(c) whether any penalties are imposed or corrective measures are taken for repeated delays in fund
utilisation by the State Governments and if so, the details thereof;
(d) the steps proposed to be taken to strengthen financial discipline and transparency in the
implementation of the Union Government’s schemes under the Ministry in Karnataka; and
(e) the total amount of funds sanctioned and utilised in Karnataka under schemes such as Atal Bhujal
Yojana, Jal Jeevan Mission, Jal Shakti Abhiyan and others during the Financial Years 2024-25 and
2025-26 till date?

(a) to (d) Yes, there is a Monitoring Mechanism for tracking fund flow and bill clearance under
Centrally Sponsored Schemes and Central Sector Schemes: -
For Centrally Sponsored Schemes: -
SNA-SPARSH (समयोिचत (cid:8)णाली एक(cid:15)कृत शी(cid:18) ह(cid:20)ता(cid:21)तरण- Real time System of Integrated Quick Transfers)
module of PFMS was launched in 2023-24 for release of fund under CSS by the Department of
Expenditure (DoE), Ministry of Finance (MoF). To track flow of funds under Centrally Sponsored
Schemes various, SNA SPARSH reports are available in PFMS.

DoE, Ministry of Finance has implemented the Central Nodal Agency (CNA) system of PFMS
w.e.f. 2022-23 For release of fund under Central Sector Schemes. In this system there are three
modules: -
1. Treasury Single Account (TSA) system for schemes with budgets exceeding Rs. 100 Crore.
2. TSA (Hybrid) System of PFMS for the schemes having more than two level implementing
agencies or private sub-agencies.
3. CNA Model- 2 through scheduled commercial Bank Accounts for schemes with budgets not
exceeding Rs. 100 Crore.
To track flow of funds under Central Sector Schemes CNA and TSA reports are available in
PFMS.
States are advised to ensure prompt utilization of funds and to regularly reconcile and update
expenditure details on the Public Financial Management System (PFMS).
Ministry of Jal Shakti regularly holds review meetings with State/UT authorities including
Karnataka to assess both the physical and financial progress of Centrally Sponsored Schemes and
Central Sector Scheme in addition to maintaining regular correspondence with State Governments to
emphasize the timely utilization of funds. Wherever any delays and other implementation issues are
noticed, the concerned State Governments are advised to take appropriate corrective measures.
Further, the Department of Expenditure (DoE), Ministry of Finance, also organises periodic review
meetings with the State Governments and the concerned Subject Matter Divisions (SMD’s)/Programme
Divisions (PD’s) of the Centrally Sponsored Schemes to monitor the financial progress.
(e) Details of Funds sanctioned and utilized by Karnataka under the schemes implemented by the
Ministry of Jal Shakti is given in Annexure.
