Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) the total amount of funds released under the Smart Cities Mission (SCM) across the country, State/UT-wise and district-wise, particularly for Maharashtra, Madhya Pradesh, Khandwa and Dadra and Nagar Haveli;
(b) the details of major projects completed and lying pending thereunder;
(c) the details of initiatives undertaken for citizen participation under the said mission;
(d) the details of the impact of the said mission on urban transport and sanitation;
(e) whether any monitoring or audit mechanism is in place to assess the quality of projects executed under SCM; and
(f) if so, the details thereof and if not, the reasons therefor? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU)
(a) & (b) Implementation of Smart Cities Mission (SCM) at the City level has been done by a Special Purpose Vehicle (SPV) created for planning, appraising, approving projects, releasing funds, procuring, managing, operating, monitoring and evaluating the Smart City development projects. These SPVs are jointly owned by the State/UT and Urban Local Bodies (ULBs), with equal shareholding.
โฆ2/--2- In the State of Maharashtra 08 cities, viz. Aurangabad, Kalyan-Dombivali, Nagpur, Nashik, Pimpri Chinchwad, Pune, Solapur and Thane were selected. As reported by the State, as on 01.12.2025, out of a total 347 projects amounting to โน16,981 crore, 330 projects (95% of total projects) amounting to โน15,505 crore have been completed and the remaining 17 projects amounting to โน1,476 crore are ongoing.
In the State of Madhya Pradesh, 07 cities, viz. Bhopal, Gwalior, Indore, Jabalpur, Sagar, Satna and Ujjain have been selected. Khandwa was not included in the cities recommended by the State Government of Madhya Pradesh for selection. As reported by the State, as on 01.12.2025, out of a total 788 projects amounting to โน15,129 crore, 774 projects (98% of total projects) amounting to โน14,567 crore have been completed and the remaining 14 projects amounting to โน562 crore are ongoing.
In the UT of Dadra and Nagar Haveli, only one city i.e. Silvassa has been selected. As reported by the UT, as on 01.12.2025, out of a total 29 projects amounting to โน853 crore, 12 projects (41% of total projects) amounting to โน416 crore have been completed and the remaining 17 projects amounting to โน437 crore are ongoing.
Since SCM is a city level project, the information is maintained only at the city level, details of which for the States of Maharashtra, Madhya Pradesh and UT of Dadra and Nagar Haveli are placed at Annexure-I.
(c) Smart City Proposals (SCPs) have been planned at the local level based on the local needs of the cities, in consultation with various stakeholders, including citizens, across various sectors. As per SCM Guidelines, at the city level, there is a provision for establishing Smart City Advisory Forum
(SCAF) comprising of District Collector, Member of Parliament, Member of Legislative Assembly, Mayor, Chief Executive Officer of Special Purpose Vehicle (SPV), local youth representation, technical experts, etc. to advise and enable collaboration among various stakeholders.
(d) The cities under SCM are being developed based on Smart City Proposals
(SCPs) received from States/UTs, across various sectors, viz., smart mobility, Water, Sanitation, Hygiene (WASH), smart governance, smart energy, environment etc., approved by High Powered Steering Committee
(HPSC) chaired by the Chief Secretary. โฆ3/--3- Urban mobility projects include public bicycle sharing, intelligent traffic management, a common mobility card system, the development of the Smart Janpath Road and multi-level car parking with advanced surveillance system, with over 100 CCTV cameras monitored through the cityโs Integrated Command and Control Centre.
Under WASH, the city focused on enhancing solid waste management by procuring waste collection vehicles, promoting source segregation, encouraging decentralized waste processing, and conducting citizen awareness campaigns and construction of a sewage treatment plant.
Details of the projects undertaken smart mobility and WASH sector in SCM is at Annexure-II.
(e) & (f) Under the provisions of Companies Act, 2013, audit of the Special Purpose Vehicles under SCM is conducted by the State Auditor General, Audit in the State/UTs. Further, Ministry of Housing and Urban Affairs
(MoHUA) has a multi-level review structure to expedite the progress of projects under the SCM. At the National level, implementation is monitored by an Apex Committee headed by Secretary, MoHUA. At the State level, Mission implementation is monitored by the State level High Powered Steering Committee (HPSC) chaired by the Chief Secretary. At the City level, there is provision for establishing Smart City Advisory Forum (SCAF) for all 100 cities to advise and enable collaboration among various stakeholders.
