Parliament Question: Implementation of the One Stop Centre Scheme for Women

GOVERNMENT OF INDIA MINISTRY OF WOMEN AND CHILD DEVELOPMENT LOK SABHA UNSTARRED QUESTION NO. 980 TO BE ANSWERED ON 24.07.2026 Implementation of the One Stop Centre Scheme for Women 980. Smt. Smita Uday Wagh: Will the Minister of WOMEN AND CHILD DEVELOPMENT be pleased to state: (a) whether the Government is implementing the One Stop Centre (OSC) Scheme to provide integrated support services to women affected by violence and distress, if so, the details thereof; (b) the details of the operational One Stop Centres, beneficiaries assisted, services provided State and district-wise particularly for Maharashtra, including Jalgaon Lok Sabha Constituency; (c) whether the Government has assessed the effectiveness of OSCs in providing emergency assistance, temporary shelter, legal aid, medical care and psychological counselling, if so, the details thereof; (d) whether the Government has reviewed accessibility, staffing infrastructure gaps in OSCs functioning in rural and semi-urban areas of said State, including said Constituency, if so, the details thereof; and (e) whether the Government proposes to strengthen OSC services through enhanced counselling, digital support and trained personnel in the said Constituency, if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF WOMEN AND CHILD DEVELOPMENT (SHRIMATI SAVITRI THAKUR) (a) to (e): One Stop Centre (OSC) is a component of the Sambal vertical under the umbrella Mission Shakti. It provides integrated and immediate support and assistance under one roof to women affected by violence and those in distress, both in private and public spaces. It provides services like medical aid, legal aid and advice, temporary shelter, police assistance and psycho- social counselling to needy women including rural and semi-urban areas of country. As on date, 985 One Stop Centres have been made operational across the country and since inception, i.e. 1st April, 2015 to 30th June, 2026, over 15.20 lakh women have been assisted in the country. As ondate, 68 OSCs are operational in the State of Maharashtra including one OSC in Jalgaon district. Over 47,523 women have been assisted through these OSCs in Maharashtra including Jalgaon Lok Sabha Constituency. State and UT-wise details of operational One Stop Centre and women beneficiaries assisted through One Stop Centre have been placed at Annexure. As per the Mission Shakti guidelines, the Central Government provides 100% financial assistance to States and UTs under Sambal sub-scheme. Adequate staff and infrastructural support is provided for smooth operationalization of OSCs across the country. However, the implementation of the all schemes under Mission Shakti lies with the State Governments and UT Administrations. The Ministry has taken keen action in standardizing capacity building sessions for the functionaries of One Stop Centres. This involves engaging expert resource persons from NIMHANS, UNFPA, SPNIWCD, NALSA, and National Informatics Centre for facilitating technical sessions on psycho-social counselling, gender-based violence case management, gender sensitization and dashboard operations. Further, once in a year, the Programme Approval Board (PAB) monitors with States and UTs the progress of activities under the scheme and reviews status of achievement of objectives, effective delivery of services to women and children. Apart from this, officials of the Ministry continuously review the scheme through meetings, video conferencing and by making field visits to States/UTs from time to time. The Ministry has also developed the Mission Shakti Dashboard, which facilitates real-time tracking of functioning of the Schemes under the Mission Shakti at the district, State, and National levels. Two third party evaluations of the schemes of the Ministry, including the Mission Shakti Umbrella Scheme have been conducted in 2020 and again in 2025 through NITI Aayog.
