MANNA LAL RAWAT: Will the Minister of ROAD TRANSPORT AND HIGHWAYS सड़क परिवहन औि िाजमार्ग मंत्री be pleased to state: (a) the number of old vehicles scrapped so far under the vehicle scrappage policy, State-wise; (b) the benefits being provided to consumers purchasing new vehicles under this policy; (c) the status of implementation of this policy in the State of Rajasthan; (d) the special measures taken for implementation of this policy in Rajasthan; and (e) the number of scrapping centres established for effective implementation of the policy, State-wise particularly in Rajasthan? ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS(SHRI NITIN JAIRAM GADKARI) (a) As per the information available, a total of 1,32,612 Government vehicles and 1,25,721 private vehicles have been scrapped at Registered Vehicle Scrapping Facilities (RVSFs). The details of vehicles scrapped by RVSFs established in respective States are provided in the annexure. (b) The following incentives are provided to citizens opting for voluntary scrapping of their vehicles: - (i) GSR 714 (E) dated 04.10.2021 provides that, in case the vehicle is registered on submission of ‘Certificate of Deposit‘, the fee for issue of certificate of registration shall not be levied. (ii) GSR 720 (E) dated 05.10.2021 provides for concession in the motor vehicle tax (upto twenty five per cent., in case of non- transport vehicles and upto fifteen per cent, in case of transport vehicles) for the vehicle registered against submission of "Certificate of deposit". Provided that this concession shall be available upto eight years, in case of transport vehicles, and upto fifteen years, in case of non-transport vehicles. (iii) GSR 200 (E) dated 26.03.2025 provides for concession in the motor vehicle tax of up to fifty percent against such certificate for all transport and non-transport vehicles which are manufactured as per Mass Emission Standards Bharat Stage I (BS-I) norms and earlier Mass Emission Standard norms and all medium and heavy goods motor vehicles and all medium and heavy passenger motor vehicles which are manufactured as per Mass Emission Standards Bharat Stage II (BS-II) norms. (c) In the State of Rajasthan, 3 Registered Vehicle Scrapping Facilities (RVSFs) are operational which have scrapped 7,822 private vehicles and 2 Automated Testing Stations (ATSs) are operationalwhich have tested 47,789 vehicles till date. In addition, Rajasthan has announced and implemented MV tax concession on new vehicles purchased against ‘Certificate of Deposit’ of a scrapped vehicle as below: (i) 15% MV tax concession in case of transport vehicles (ii) 25% MV tax concession in case of non-transport vehicles (d) The Vehicle Scrapping Policy includes a system of incentives/disincentives for creation of an ecosystem to phase out older, unfit polluting vehicles. In order to enforce provisions of the Policy, rules have been notified under the framework of the Motor Vehicles Act, 1988 and Central Motor Vehicle Rules, 1989. The implementation of the vehicle scrapping policy comes under the purview of respective State Governments. (e) As on 16.07.2025, 106 Registered Vehicle Scrapping Facilities (RVSFs) in 21 States / UTs are operational across the country.
