Parliament Question: Implementation of Women Empowerment Schemes

GOVERNMENT OF INDIA MINISTRY OF WOMEN AND CHILD DEVELOPMENT LOK SABHA UNSTARRED QUESTION NO. 2276 TO BE ANSWERED ON 01.08.2025 IMPLEMENTATION OF WOMEN EMPOWERMENT SCHEMES +2276. SHRI DAROGA PRASAD SAROJ: Will the Minister of WOMEN AND CHILD DEVELOPMENT be pleased to state: (a) the details of the schemes being implemented for the empowerment of women and development of the children through Non-Governmental Organizations (NGOs) in Uttar Pradesh, district-wise including Azamgarh; (b) whether the Government has put any monitoring mechanism in place to monitor the functioning of the NGOs engaged in this sector; (c) if so, the details thereof; (d) the details of the schemes launched in the said State for providing daycare and safety facilities to the children; and (e) the details of the progress made under the said scheme in the country including said State along with funds being spent by the Government under the scheme? ANSWER MINISTER OF STATE IN THE MINISTRY OF WOMEN AND CHILD DEVELOPMENT (SHRIMATI SAVITRI THAKUR) (a) to (c) The Ministry of Women and Child Development releases funds directly to States/UTs under its various schemes and missions. It does not release funds to any Non-Governmental Organisations (NGOs). Some Projects/Child Care Institutions are implemented through State Government agencies directly by the Government/ local bureaucracy whereas some other individual projects and Child Care Institutions are run and implemented by the Non- Governmental organizations also. They are reviewed in the Project Approval Board meetings. States and UTs have been instructed that in case of implementing agencies being NGOs, then they must be compulsorily registered on the Darpan Portal of the NITI Aayog. The projects being run by them will also be continuously reviewed and supervised by the local authorities of the State/UT Governments who also give utilization certificate on behalf of all their implementing agencies including NGOs.(d) & (e) Ministry of Women and Child Development is implementing a Centrally Sponsored Scheme namely ‘Mission Vatsalya’, through the State/ UT Governments including Uttar Pradesh to deliver various services for Children in Need of Care and Protection (CNCP) as well as Children in Conflict with Law (CCL). These services include Institutional Care and Non-Institutional Care. The Child Care Institutions (CCIs) established under the Mission Vatsalya scheme support, inter-alia, age-appropriate education, access to vocational training, recreation, health care, counselling etc. Under non-institutional care, support is provided to the children through Sponsorship, Foster Care, Adoption and After Care. The details of financial and physical progress made under Mission Vatsalya for FY 2024-25 in the country including said State are at Annexure-I. The Ministry of Women and Child Development has introduced Palna Scheme under the Samarthya Vertical of Umbrella Mission Shakti for all States and UTs w.e.f. 01 April 2022, to provide day care facilities and protection to children. The objective of Palna Scheme is to provide quality crèche facility in safe and secure environment for children (from ages 6 months – 6 years), nutritional support, health and cognitive development of children, growth monitoring & immunization. Crèche facilities under Palna are provided to all mothers, irrespective of their employment status. Programme Approval Board(PAB) meetings, are held with the State Governments and UT Administrations annually where it is emphasised that they may send proposal for opening more Aganwadi-cum-Creches and operationalize them. During the 15th Finance Cycle i.e. up to FY 2025-26 a total of 17,000 Aganwadi-cum-Creches (AWCCs) have been envisioned for establishment under the Palna Scheme. Proposals for establishment of AWCCs are received from the respective State Governments/UT Administrations who also contribute their corresponding share for the implementation of the Scheme. Till date, a total of 14,599 AWCCs have been approved by the Ministry as per proposals received from various States/UTs. The State governments of Rajasthan and Uttar Pradesh have not sent any proposals under this scheme till now.
