IMPORT OF OIL

Will the Minister of COMMERCE AND INDUSTRY (वाणिज्य एवं उद्योग मंत्री) be pleased to state:
(a) whether it is true that the Russian President has taken a decision to import more
agricultural and medical products from India to compensate India for losses caused by
US tariffs and have instructed Government officials in this regard;
(b) if so, the details thereof and the response to Russian Government by the Union
Government;
(c) the steps taken by the Government on the decision taken by the Russian Government in
this regard;
(d) whether it is true that the country has started reduction of Import of oil from Russia due
to US tariffs;
(e) the comparative table of 2024 and 2025 for the value of impact of oil, month-wise; and
(f) whether it is true that five country's major refiners have not placed any orders for Russian
crude oil for December 2025?

(a) to (c) India and the Russian Federation maintain a robust strategic partnership, characterized
by regular high-level dialogue on trade and economic cooperation. Bilateral trade matters,
including the diversification of the trade basket and the enhancement of Indian exports, are
discussed through institutional mechanisms such as the India-Russia Inter-Governmental
Commission on Trade, Economic, Scientific, Technological and Cultural Cooperation (IRIGC-
TEC). The Government engages with the Russian side to facilitate market access for Indian
products, including in the agricultural and medical products.
(d) & (f) India’s crude oil imports are undertaken by Indian refiners on a purely commercial, B2B
basis, guided by techno-commercial considerations. While government has been encouraging
Indian PSUs for diversifying Oil import sources for ensuring energy security and uninterrupted
supplies for the citizens, decision regarding the quantum of crude oil imported from any particular
country or region are made independently by the companies themselves, and the Government
does not intervene in their commercial procurement choices.
