Willthe Minister of HEALTH AND FAMILYWELFAREbe pleasedtostate:
(a) whether the Government has conducted any district-wise assessment regarding the increasing incidences of Chronic Kidney Disease (CKD) and End-Stage Renal Disease in Telangana, particularlyinNalgonda, during the last five yearsandif so, the detailsthereof;
(b) the number of Government and empanelled private dialysis centres, functional dialysis machines, nephrologists and trained technicians available district-wise along with the average numberof dialysis sessions conductedpermonth;
(c) the number of patients availing free dialysis and related treatment under Ayushman Bharat- Pradhan Mantri Jan Arogya Yojana (PM-JAY) and support under National Health Mission
(NHM), includingfunds allocatedandutilised; and
(d) whether the Government proposes to establish additional dialysis units, nephrology departments and transplant facilities in underserved districts like Nalgonda and if so, the details andthe timeline there of? ANSWER THE MINISTER OFSTATE IN THE MINISTRYOFHEALTH AND FAMILYWELFARE

(a)to (d) Healthbeing a State subject, the primary responsibility of providinghealthcare services is that of the State Governments. However, to mitigate the challenges posed by Non- communicable Diseases (NCDs) in India, Ministry of Health and Family Welfare (MoHFW) providestechnicalandfinancial support toStatesandUnion Territories across the country.
MoHFW launched the Pradhan Mantri National Dialysis Programme (PMNDP) on 7 April 2016 under the National Health Mission (NHM) to provide free dialysis services. The objective of the PMNDP program is to improve access to dialysis services (Both Hemodialysis & Peritoneal Dialysis). Under PMNDP programme setting up of haemodialysis centres in all the district hospitals initially and on saturation scale down till the Community Health Centres (CHCs) at the taluka level,asperthe requirementof the state.Ministry of Health and Family Welfare provides technical and financial support for the expansion of dialysis services under Pradhan Mantri National Dialysis Program as per the Programme Implementation Plans (PIPs), based on the dialysis burden and gap assessment undertaken by the States/UTs. Proposals received from State/UT are discussed during the National Programme Co-ordination Committee Meeting (NPCC) and financial support is
provided as per the existing norms. State Programme Implementation Plan (SPIP) approval for Pradhan Mantri National Dialysis Programme (PMNDP) under NHM for all States/UTs includingTelangana during the Financial Year2025-26 isRs. 961.51cr.
As per PMNDP Portal, PMNDP has been implemented in 36 States/UTs including Dialysis services including Telangana. Dialysis services are available across 33 districts of Telangana in Public Private Partnership (PPP) Mode, ensuring statewise coverage for patients requiring renal replacement therapy, in view of the increasing incidence of Chronic Kidney Disease (CKD) and other related diseases. In total, 99 dialysis centres are currently operational in the states, equipped with 747 functional dialysis machines. MoHFW conducts regular assessment of PMNDP, through Common Review Mission (CRM), field visits by senior officials and tele- consultationswith the States/UTs from time totime.
Ayushman Bharat Pradhan MantriโJan Arogya Yojana (AB PM-JAY) provides health coverage of โน5 lakhperfamily peryearfor secondary andtertiarycare hospitalizationto12 crore families, constituting the bottom 40% of Indiaโs population. In March 2024, the scheme was expanded to include approximately 37 lakh additional families of ASHA workers, Anganwadi Workers
(AWW) andAnganwadi Helpers (AWH). Subsequently, inOctober 2024,the scheme was further expanded to cover about 6 crore senior citizens aged 70 years and above belonging to 4.5 crore families, irrespective of their socio-economic status. As on 28 February 2026, a total of 1.44 crore hospital admissions for dialysis-related procedures have been authorized under AB PM- JAY.
