INCLUSION OF NARAYANPUR MUNICIPAL BOARD, SONITPUR, ASSAM
UNDER PMAY-U 2.0
NO. 70 SHRI RANJIT DUTTA:
Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) whether the Union Government has received any proposal/request
from the State Government of Assam for inclusion of Narayanpur
Municipal Board in Sonitpur district under the Priority-II list of the
Pradhan Mantri Awas Yojana-Urban (PMAY-U) 2.0 and if so, the details
and the present status thereof;
(b) whether the Government is aware of the housing needs of the
Economically Weaker Sections (EWS) and Low Income Group (LIG)
families residing in the area of Narayanpur Municipal Board and if so, the
details thereof;
(c) whether the Government proposes to include Narayanpur Municipal
Board under the Priority-II list of the PMAY-U 2.0 and sanction houses for
eligible beneficiaries therein; and
(d) if so, the details thereof along with the timeline fixed for such
inclusion and sanction of houses and if not, the reasons therefor?

UNDER PMAY-U 2.0”
(a) to (d): Ministry of Housing and Urban Affairs (MoHUA) has been
implementing Pradhan Mantri Awas Yojana - Urban (PMAY-U) since
25.06.2015 to provide all weather pucca houses with basic civic
amenities to eligible urban beneficiaries across the country. Based on
the learnings from the experiences of implementation of PMAY-U,
MoHUA has revamped the scheme and launched PMAY-U 2.0 ‘Housing for
All’ Mission with effect from 01.09.2024 for implementation in urban
areas across the country for 1 crore additional eligible beneficiaries
belonging to Economically Weaker Section (EWS)/ Low Income Group
(LIG)/ Middle Income Group (MIG) segments. PMAY-U 2.0 is implemented
through four verticals i.e., Beneficiary Led Construction (BLC),
Affordable Housing in Partnership (AHP), Affordable Rental Housing
(ARH) and Interest Subsidy Scheme (ISS).
PMAY-U and PMAY-U 2.0 are demand driven schemes. Under the
schemes, States/Union Territories (UTs) conduct the demand survey in
their respective jurisdiction and validate the beneficiaries to ascertain
eligibility through their Urban Local Bodies (ULBs)/ Implementing
Agencies. Based on the demand for housing in urban areas, States/ UTs
prepare project proposals and after approval of the State Level
Sanctioning and Monitoring Committee (SLSMC), these are submitted to
the Ministry for sanctioning of admissible Central Assistance by Central
Sanctioning and Monitoring Committee (CSMC). Based on the project
proposals received from the State Government of Assam under PMAY-U,
a total of 572 houses have been sanctioned in Narayanpur Town
Panchayat of the State, of which 560 houses have so far been
completed.
As per the criteria fixed under PMAY-U 2.0, cities have been categorized
into three priority categories based on the number of houses sanctioned
under PMAY-U. Priority-I cities are those where the number of houses
sanctioned is substantially below the national and state average. Priority-II
cities are those where the number of houses sanctioned is around the
national and/or state average. Priority-III cities are those where the
number of houses sanctioned is substantially above the national and state
average.The national average i.e. ratio of number of houses sanctioned in PMAY-
U, to number of urban households (as per 2011 census) is 13%. The state
average i.e. ratio of number of houses sanctioned in PMAY-U in Assam
compared to number of households (as per 2011 census) in Assam is
17%. While in Narayanpur, the ratio stands at 42%. Therefore,
Narayanpur falls under Priority-III category.
Considering the demand of housing in the State of Assam, CSMC in its 7th
meeting held under PMAY-U 2.0 on 17.06.2026 has sanctioned 209 houses
in the Narayanpur Town Panchayat of the State, involving Central
assistance of ₹4.70 crore.
