INCLUSION OF NEW CITIES UNDER SCM IN TAMIL NADU
NO. 75 DR. T SUMATHY ALIAS THAMIZHACHI THANGAPANDIAN :
Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) whether the Union Government has any plans to include new cities
in Tamil Nadu under the Smart Cities Mission (SCM), if so, the details
thereof and if not, the reasons therefor;
(b) whether the Government has prepared any status report on the
implementation efficiency of the Smart Cities Mission (SCM) and the
data of underutilised funds under the said mission and if so, the
details thereof, State and Smart City-wise; and
(c) the steps taken by the Government to ensure seamless Annual
Maintenance Contracts (AMCs) including long-term maintenance,
sustainable operational funding and integration of Integrated
Command and Control Centres (ICCCs) into the local governance
framework of all the Smart Cities in Tamil Nadu?

23.07.2026 REGARDING INCLUSION OF NEW CITIES UNDER SCM IN
TAMIL NADU
(a): With the closure of the Smart Cities Mission (SCM) on 31st March,
2025, there is no provision under the Mission to include further new
cities.
(b): Under SCM, as reported by the States/ UTs as on 31.03.2026, out of
the total Budgetary allocation of the Mission of ₹48,000 Cr, the
States/ UTs have been able to claim ₹47,458 Cr (99%) and have
utilized ₹46,377 Cr (98%).
The State/City-wise details of Central Financial Assistance claimed
and utilized under SCM is at Annexure.
Further, NITI Aayog in its report titled ‘Evaluation of Centrally
Sponsored Schemes in Package 4 – Urban Transformation and Skill
Development’ published in September 2025, has concluded that the
Smart Cities Mission demonstrates strong alignment with national
urban priorities and citizen needs, contributing significantly to
multiple United Nations Sustainable Development Goals. As per the
report, the Mission has achieved a high project completion rate of
93% of 8,063 projects and 100% completion of Integrated
Command and Control Centres (ICCCs), leading to measurable
improvements in urban liveability, mobility, safety, and
environmental outcomes.
(c): Post closure of SCM on 31.03.2025, Ministry of Housing and Urban
Affairs (MoHUA) has issued Advisory No. 27 dated 10th June, 2025
to all States/ UTs including Tamil Nadu. As per the advisory, the
Special Purpose Vehicles (SPVs) are to ensure submission of their
Utilization Certificates (UCs) for the GOI funds released to them not
later than March 2026 and to ensure the timely completion of all
ongoing SCM projects and prepare O&M plans for the assets
created. The Advisory has further outlined the envisioned future
role of SPVs of smart cities and a roadmap for the continued
functioning of ICCCs. The advisory underscores repurposing of
SPVs to meet emerging urban challenges. Further, as per the
advisory, ICCCs are to be leveraged as city operating systems and
state analytical hubs, with operational control preferably retainedby the urban development departments. SPVs may receive service-
linked revenues for managing ICCC functions. States and Union
Territories, through their respective High-Powered Steering
Committees (HPSCs), have been encouraged to chart out urban
sector priorities and map areas where SPVs can continue to play a
strategic role.
