SHRI E TUKARAM: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) whether the Government is aware that a large number of beneficiaries under the Pradhan Mantri Awas Yojana – Urban (PMAY-U) have not received their full instalments, leading to incomplete houses across several districts of Karnataka including Ballari; (b) if so, the details of total number of houses sanctioned, Central Assistance released and pending funds so far under PMAY-U in Karnataka, district-wise including Ballari constituency; (c) whether the Government has taken steps to expedite the release of pending payments and ensure timely completion of sanctioned houses and if so, the details thereof; and (d) if not, the reasons therefor and the timeline fixed for full disbursement and project completion? THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) to (d): Ministry of Housing and Urban Affairs (MoHUA) has been implementing Pradhan Mantri Awas Yojana - Urban (PMAY-U) since 25.06.2015 to provide all weather pucca houses with basic civic amenities to eligible urban beneficiaries across the country. The scheme period, which was earlier up to 31.03.2022, has further been extended up to 31.12.2025 to complete sanctioned houses without changing the funding pattern and implementation methodology. As per the Scheme guidelines of PMAY-U, Central Assistance is released to States/ UTs in three instalments of 40%, 40% and 20%. The release of Central Assistance is incumbent upon fulfilment of mandatory compliances by the concerned States/ UTs viz. submission of Utilisation Certificates (UCs), Aadhaar seeding of beneficiaries, Action Taken Report (ATR) on the recommendations of Third-Party Quality Monitoring Agencies (TPQMA), Geo- tagging of progress of construction stages of houses/projects, registration of Affordable Housing in Partnership (AHP)/ In-Situ Slum Redevelopment (ISSR) …2/--2- projects under Real Estate (Regulation and Development) Act, 2016 (RERA), etc. and other instructions issued by Ministry of Finance. Due installments are released to States/UTs based on compliance as per PMAY-U guidelines. Based on proposals received, a total of 5.77 lakh houses, involving Central Assistance of ₹ 9,697 crore have been sanctioned under PMAY-U for the State of Karnataka. Based on the compliances submitted by State Government of Karnataka, a total of ₹7,379 crore of Central Assistance has been released to the State, so far. District-wise details of houses sanctioned along with Central Assistance approved, released so far including those in Ballari constituency of Karnataka is at Annexure.
