Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) the number of houses remaining incomplete under the Pradhan Mantri
Awas Yojana - Urban (PMAY-U) as the scheme deadline ended on 31
December, 2025, State/UT-wise;
(b) the reasons for delay in completion of these houses including issues
relating to fund release, beneficiary contribution, contractor
performance, land availability and approvals by Urban Local Bodies;
(c) the details of the total funds sanctioned, released and utilised for these
houses so far, State/UT-wise;
(d) whether the Government proposes to extend PMAY-U to complete the
unfinished houses under the scheme, if so, the details thereof and if not,
the reasons therefor; and
(e) the steps taken/being taken to ensure accountability, prevent cost
escalation and ensure timely delivery of completed houses to eligible
beneficiaries under PMAY-U?

(a) to (e): Ministry of Housing and Urban Affairs (MoHUA) has been
implementing Pradhan Mantri Awas Yojana - Urban (PMAY-U) since
25.06.2015 with an aim to provide all weather pucca houses with basic
civic amenities to eligible urban beneficiaries including slum dwellers
across the country.
Based on the learnings from the experiences of implementation of PMAY-
U, MoHUA has revamped the scheme and launched PMAY-U 2.0 ‘Housing
for All’ Mission with effect from 01.09.2024 for implementation in urban
areas across the country to support 1 crore additional eligible
beneficiaries in next five years. The scheme is implemented through four
verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in
Partnership (AHP), Affordable Rental Housing (ARH) and Interest Subsidy
Scheme (ISS).

PMAY-U & PMAY-U 2.0 are demand driven schemes. Selection of
beneficiaries, formulation of projects and execution is done by
States/Union Territories (UTs). States/UTs assess the requirement
through their Urban Local Bodies (ULBs)/Implementing Agencies in their
respective jurisdictions, select the beneficiaries based on eligibility
criteria and implement housing projects. Based on the demand survey
and selection of beneficiaries, the project proposals are prepared and
approved by the State Level Sanctioning and Monitoring Committee
(SLSMC) headed by the Chief Secretary of States/UTs for further
consideration of release of Central Assistance by the Central
Sanctioning and Monitoring Committee (CSMC).
Based on the project proposals submitted by States/UTs under PMAY-U,
a total of 111.62 lakh houses have been sanctioned across the country,
including Rajasthan as on 22.01.2026. Out of this, 96.30 lakh are
completed/delivered to the beneficiaries. The State/UT-wise details of
houses sanctioned, grounded, completed/delivered to the beneficiaries
under PMAY-U along with Central Assistance released and utilized by
States/UTs so far, across the country is at Annexure. Further, under
PMAY-U 2.0, a total of 10.66 lakh houses has been sanctioned across the
country including Rajasthan, of which 2.24 lakh have been grounded and
71,594 are completed/delivered to the beneficiaries.
The timeline for completion of houses/projects varies from State to State
and it generally takes 12-36 months in different verticals of the scheme
and as per Detailed Project Reports (DPRs) of respective projects.
The completion timeline for houses depends on various factors like
availability of encumbrance free land, statutory compliances for start of
construction, arrangement of funds by beneficiaries etc. The States/UTs
have been directed to continue and expeditiously complete the ongoing
work of under-construction houses even after 31 December 2025, where
construction of houses has already reached plinth level and funds have
also been released.
To ensure transparency and accountability, the Mission uses various
measures in implementation of the scheme. A comprehensive and robust
MIS system has been developed which helps all stakeholders to
seamlessly manage information pertaining to physical and financial
progress. The MIS is equipped with Geo-tagging features and integrated
with BHUVAN Portal of National Remote Sensing Centre (NRSC) and
BHARAT MAP of National Informatics Centre (NIC) for monitoring the
progress of construction of houses. MIS has also been integrated with
UMANG Mobile App, NITI Aayog Dashboard and DBT Bharat Portal for
dissemination of information. To ensure that benefits go only to the
genuine beneficiaries, various linkages have been placed such as UIDAI
for Aadhar validation of beneficiaries and GIS based Central MIS etc.

The Ministry conducts regular review with the States/UTs on progress of
the scheme including timely submission of compliances by States/UTs
for subsequent release of Central Assistance and its utilization for
completion of the sanctioned houses within the stipulated timeline.
