Parliament Question: Increase of MBBS Seats in Bihar

SHRIDINESH CHANDRAYADAV: SHRIKAUSHALENDRAKUMAR: SHRIRAMPRITMANDAL: Will the Ministerof HEALTH AND FAMILYWELFAREbe pleasedtostate: (a)the steps takenso far toincrease the numberof MBBS seats inBihar underthe plantoadd 75,000 new MBBS seats in the next five years in accordance with the Budget announcement for the year2025-26 alongwith the current status thereofacross the country; (b) the details of Government and private medical colleges in Bihar where the process of increasing MBBS seats is underway along with the current and proposed number of seats in eachinstitution, the status of requisite approvalsandthe estimatedtimeline; and (c) the details of the break-up of the funds sanctioned and expenditure incurred for the expansion of MBBS seats in Bihar and the progress of new medical colleges and the upgradation of existing institutions, the approvals received from the National Medical Commission, alongwith the current status of the implementationof the scheme, district-wise? ANSWER THE MINISTER OFSTATE IN THE MINISTRYOFHEALTH AND FAMILY WELFARE (SMT. ANUPRIYAPATEL) (a) to (c): The Ministry of Health & Family Welfare administers a Centrally Sponsored Scheme (CSS) for ‘Establishment of new medical colleges attached with existing district/referral hospitals’ with preference to underserved areas and aspirational districts, where there is no existing Government or private medical college. The fund sharing mechanism between the Centre and State Governments is in the ratio of 90:10 for North Eastern and Special Category States, and 60:40 for others. Under the Scheme, all the envisaged 157 medical colleges have been approved in three phases, including 08 medical colleges in Bihar at a total approved cost of Rs. 1,628 crore. Further, under the CSS for Strengthening and Upgradation of State Government Medical Colleges for starting new PGdisciplines and increasing PG seats, 314 PG seats have been approved in 07 Government Medical CollegesinBihar at a totalapprovedcost of Rs. 212.42crore. Government has approved Phase-III of the Centrally Sponsored Scheme (CSS) for strengthening and upgradation of existing State Government/ Central Government Medical Colleges/ Standalone PG Institutes/ Government Hospitals for increasing 5,000 PG seats and extension of the CSS for upgradation of existing government medical colleges for increasing 5,023 MBBS seats with an enhanced cost ceiling of Rs. 1.50 crore per seat from financial year 2025-26 to 2028-29. Guidelines for implementation of these schemes have been issued in November 2025, wherein, States and UTs including Bihar have been requested to send the Detailed ProjectReport with proper Gap Analysis. However, asof now, noproposal hasbeen receivedfrom the state of Bihar. ******
