Possession of drugs for Personal use/Consumption and ii. Possession of drugs for Tralficking dtring 2021-23 is at Annexure - I and II respectively. The Bureau collects cases registered only, at district level. The latest published data pertains to the year 2023, o) As per the input received from Narcotics control Bureau (NCB), the opium, poppy sfaw, Ganja and Heroin are in high proportion in prevalence in Dungarpur and Banswara. In these dishicts a total of 71 cases were booked in NDPS Act and 120 arrests were made in last two years i.e 2023 a\d2024. (c) Ministry of Social Justice & Empowerment is the nodal Ministy for drug demand reduction in the county. To tackle the issue of substance use, this Department formulated and is implementing National Action plan for Drug Demand Reduction (NAPDDR), a cantany sponsored scheme under which financial assistance is provided to: i. 'State Govemmentv union Territory (ur) Administations for preventive Education and Awareness Generation, capacity Building, programmes for Drug Demand Reduction by StateVUTs etc. ii' NGoWos for running and maintenance of lntegrated Rehabilitation Centres for Addists (RCAs), community based peer Led lntervention (cpLI) for earry Drug use prevention among Adolescents, outreach and Drop In centoes (oDIC) and District De- Addiction Centnes (DDACs)'; and iii. Govemment Hospitals for Addiction Treatnrent Facilities (ATFs). Following activities have been undertaken under NApDDR scheme: i' 349 Integrated Rehabilitation Centres for Addicts (IRCAs) that provide in-patient treatnent to drug users along with counselling, detoxification/de-addiction, after care and re-integration into tIe social mainstream. ii. 45 community based peer led Intervention (cpLI) programmes work with children below 18 to create awareness against drugs and teach life skills. iii' 76 outreach and Drop In cenhes (oDICs) which provide safe and secure space with provision of screening, assessment and counselling and thereafter provide referral and linkage to treatnent and rehabilitation services. iv. 154 Addiction Treatment Facilities (ATFs) in Govemment hospitals. v. 139 District De-Addiction cenhes @DACs) which provides all three facilities provided by IRCA, ODIC & CPLI rmder one roof. -a--vi. All of these facilities have been geo-tagged for ease of access to those in need. vii, A Toll-free Helpline for de-addiction, 14446 is being maintained by the Ministy of Social Justice & Empowerment for providing primary counseling and immediate referral services to the persons seeking help through this helpline. More than 4.3 Lakh calls have been received, so far on the helpline number. viii. Navcheha Modules, teacher training modules have been developed by MoSJE for sensitizing students (6th -llth standard), teachers and parents on drug dependence, related coping strategies and life skills. Nasha Mukt Bharat Abhiyaan (NMBA): i. Nasha Mukt Bharat Abhiyaan (NMBA) was launched on 15th August 2020by Department of Social Justice & Empowerment in 272 identified most vulnerable districts and now it has been extended to all distoicts of the country. Nasha Mukt Bharat Abhiyaan intends to reach out to the masses and spread aware[ess about substance use with focus on higher educational Institutions, university campuses & schools. ii. Till now, through the various activities undertaken on- ground, 24.9+ crorepeople have been sensitized on substance use including g.7+ e16p youth and 6.0+ Crore Women. of Participation 12.15+ Lakh educational institutions has ensured that the message of the Abhiyaan reaches children and youth of the country. iii. Mous ha/e been sigred with spiritual organizations like The Art of Living, Brahma Kumaris, sant Nirankari Mission, IsKCoN, shri Ram chandra Mission and AII world Gayatri Pariwar to support NMBA and conduct mass awareness activities. iv. Awareness is also being spread thLrough official social Media accounts of the Abhiyaan on X, Facebook & Lrstagram, v. NMBA website (http://nmba.dosje.gov.in) provides detailed information and insights to the user/viewer about the Abhiyaan, an onrine discussion forum, NMBA dashboard, e-piedge. vii. The Department also conducts regular programmes in association with states to spread the awareness against drug use and its ill-effects. (d) As per the input provided by Deparhnent of Revenue, the NDps Act, 19g5, as amended from time to time, is a comprehensive legislation currently in force to regulate, control and prohibit the production, manufacture, possession, sale, hansport and use of Narcotic Drugs, Psychohopic Substances and contolled Substances. The Act contains stringent statutory provisions to prevent drug abuse and illicit trafiicking, while permitting the use of certain substances exclusively for medical and scientific purposes. The Ast empowers law- enforcement agencies to carry out searches, seizures and arrests and prescribes rigorous penalties for offences involving illicit drugs. Additionally, the Act provides for the treatnent and rehabilitation of individuals dependent on drugs and establishes special courts to ensur€ the prompt adjudication of drug-related cases. ****'* 2-
