Parliament Question: India's Policy on Global Peace and Stability

GOVERNMENT OF INDIA MINISTRY OF EXTERNAL AFFAIRS LOK SABHA UNSTARRED QUESTION NO. 5526 ANSWERED ON 27/03/2026 INDIA'S POLICY ON GLOBAL PEACE AND STABILITY †5526. SHRI NEERAJ MAURYA WILL THE MINISTER of EXTERNAL AFFAIRS be pleased to state:- (a) the details of India's active role and diplomatic efforts in ending the ongoing conflicts and establishing peace between Russia-Ukraine and Israel-Hamas in the Middle East; (b) whether the Government is undertaking any special initiatives to mitigate the humanitarian crises arising out of these conflicts and if so, the outcome thereof; (c) the future strategies of India to ensure global peace and stability alongwith the India's position on multilateral platforms such as the United Nations in this regard; and (d) whether these global developments have had any adverse impact on India's economic and strategic interests and the steps being taken by the Government to mitigate such impacts 1ANSWER THE MINISTER OF STATE IN THE MINISTRY OF EXTERNAL AFFAIRS (SHRI KIRTI VARDHAN SINGH) (a & b) The Government constantly monitors all geopolitical developments and responds appropriately to evolving situations. India has consistently advocated for the resolution of conflicts through dialogue and diplomacy and has called for de-escalation, while prioritizing the safety of civilians. In the Israel-Hamas conflict, India has condemned the loss of civilian lives and called for a ceasefire, the release of all hostages and a peaceful resolution of the conflict through dialogue and diplomacy. The Prime Minister and the Minister of External Affairs have spoken to several leaders in the region and across the globe at the highest levels, including leadership of Russia, Ukraine, Israel and Palestine . India’s position has been reiterated in various bilateral and multilateral forums such as UN, BRICS, NAM, Voice of Global South, etc. India has welcomed the Gaza Peace Plan and its support for all efforts towards lasting peace was reaffirmed by the Minister of State for External Affairs Shri Kirti Vardhan Singh at the Gaza Peace Summit in Sharm El-Sheikh on 13 October 2025. 2As a ‘first responder and a credible HADR Provider’, India’s approach remains human-centric during international conflicts. By providing timely, need-based and rapid assistance during crises, India has reinforced trust and goodwill with partner countries. Government executed various HADR and evacuation operations during Russia-Ukraine and Israel-Hamas conflicts. Since March 2022, Government of India (GoI) has sent 17 consignments of humanitarian assistance which inter alia include medicines, medical equipment, blankets, tents, tarpaulin, solar lamps, dignity kits, sleeping mats, and diesel generator sets. GoI also provided financial assistance for reconstruction, remodelling and refurbishment of a school (Kyiv Gymnasium of Oriental Language No. 1) in Ukraine. GoI also extended financial assistance for training of teachers from three schools in Kyiv aimed at restoring and supporting the psychological health of Ukrainian children and youth. As a part of humanitarian and reconstruction assistance, GoI has signed High Impact Community Development Projects (HICDPs) MoU with the Ukraine for implementation of humanitarian projects as per the requirements of the local communities in Ukraine. Following Israel-Palestine conflict, India sent approx. 70 tonnes of medical and humanitarian aid for the conflict-hit people of Palestine from October to November, 2023. The aid included essential and life saving 3medicines, surgical items, ECG machines, hygiene kits, water purification tablets, sleeping bags, tents, tarpaulins etc. In October 2024, India supplied essential life-saving and anti-cancer drugs weighing approx. 36 tons for West Bank, Palestine. India also coordinated with United Nations Relief and Works Agency (UNRWA) to supply approx. 30 tons of humanitarian aid to Gaza in Palestine in October-November 2024. The aid comprised essential medicines, surgical supplies, dental products, general medical items, high-energy biscuits. During these crisis, the Government has accorded the highest priority to the safety, security and well-being of Indian nationals abroad. It has engaged with all relevant players including governments of other countries, to facilitate safe return of Indian nationals. Government’s actions, including issuance of appropriate advisories through Indian Missions/Posts abroad, operating 24x7 helplines, engaging with Indian nationals through social media platforms, and undertaking evacuation, where necessary etc., have been guided by the evolving situation in conflict zones. The Government of India executed Operation Ganga in Ukraine and Operation Ajay in Israel, through which approximately 20,000 Indian nationals were evacuated. 4(c) India has been consistent and firm in its view that dialogue and diplomacy are the best means to achieve lasting and durable peace. India articulates its categorical position in this regard in all relevant multilateral forums. In future, India will continue to be guided by these core principles in all multilateral efforts aimed at maintaining international peace and security and achieving global peace. (d) The Government keeps a close watch on global developments and continuously assesses their potential implications for India’s economic and strategic interests. Appropriate measures are taken, as required from time to time, to safeguard national interests and ensure stability in critical sectors. The Government considers energy security to be among its top priorities and has taken all necessary steps to ensure access to affordable energy for the people of India. Further, the government has formed an Inter Ministerial Group (IMG) on Supply Chain Resilience to address concerns—including impacts on India's external trade, shipping routes, and logistics chains—stemming from the evolving geopolitical situation. The IMG has held review meetings on a regular basis, enabled a dedicated communication channel for exporters, and compiled daily situation and action reports for 5coordinated response. The Government's response has focused on coordinated trade facilitation, logistics support, customs simplification, maritime monitoring, and engagement with concerned stakeholders to reduce the impact of the disruption on India's exports, including exports to the wider Gulf region. Further, attacks against commercial vessels in and around Red Sea and the Gulf threaten freedom of navigation and impact our trade. Indian Navy is deployed in the region under ‘Operation Sankalp’ to enhance maritime security, proactively respond to any contingency and ensuring protection of Indian Flagged Merchant Vessels, Indian seafarers and Indian cargo. ***** 6
