Executive Summary & Key Takeaways

**Summary:** In response to Lok Sabha Unstarred Question No. 4164 on August 19, 2025, the Ministry of Heavy Industries addressed the issue of indigenous lithium battery production for electric vehicles. The government is actively promoting domestic manufacturing through the Production Linked Incentive (PLI) scheme under the "National Programme on Advanced Chemistry Cell (ACC) Battery Storage," approved in May 2021. This scheme has an outlay of Rs. 18,100 Crore and targets a 50 GWh capacity over 5 years, following a 2-year gestation period. The objective is to decrease import dependence and lower cell manufacturing costs. As of August 2025, 40 GWh of ACC capacity has been allocated to four beneficiary firms through two rounds of bidding. This capacity is application-agnostic, suitable for electric vehicles, stationary energy storage systems, consumer electronics, rail, and defense. An additional 10 GWh capacity is specifically designated for Grid Scale Stationary Storage (GSSS) applications.
